How To Apply  No prescribed form is there for filing the petition                                                         Court fee stamp worth Rs. 10/- is to be affixed. If the petitioner belongs SC/St no court fee stamp is necessary                                                           
Who can apply  
Whom to apply The application is to be filed before the Taluk Tahsildar/Revenue Divisional Officer for the refund of the value of the spoiled/unused stamp paper
Whom to apply Petition may be filed before the Commissioner of Land Revenue.  The petition may be made in writing and it shall be filed by court fee stamp worth Rs. 10/- with a copy of the order appealed against and the copy of the stamp paper
Where To Apply  
Documents Required to be produced along with the petition
      Copies of the impunded document, order of the District Registrar (G) and connected records if any
 For the refund of the value of the spoiled/unused stamp paper
i)   The application shall be submitted by the party who purchased the stamp paper. 
ii)  The reason for the spoiling/unusing of the stamp paper shall also be mentioned in the application, orginal stamp paper, affidavit, form No. TR 66 are also to be produced along with the application. 
iii)  The date of which the spoiled stamp paper/ unused stamp paper purchased is also to be mentioned in the application

Based on the reason of the spoiling/unusing of stamp paper and as per Sn.48,50 of the Kerala Stamp Act the period of 2 months/ 6months are allowed

Special Conditions Deficit of stamp duty on doucment due to doubt as to the nature of the document
The application in this regard is verified as per section 47,48 and 50 of the Kerala Stamp Act and on merits the amount shall be refunded excluding the commission to Government
Appellate Authority As per section 54(1) of the Kerala Stamp act, petition is to be filed before the Commisssioner of Land Revenue, Thiruvananthapuram
