RULES
1.Short
title and commencement:- (1) These rules may be called the
Kerala Lok Ayukta (Constitution of Competent Authority)
Rules, 2000.
(2)
They shall come into force at once.
2.
Definitions- In these rules, unless the context otherwise
requires,
(a)
'Act' means the Kerala Lok Ayukta Act, 1999 (Act 8 of 1999)
(b)
'Competent authority' means the competent authority appointed
under R.3;
(c)
'Secretary' means a Secretary to the Government in charge
of an Administrative Department;
(d)
Words and expressions used in the Act, but not defined in
these rules shall have the meaning respectively assigned
to them in the Act.

Competent authority:- The competent authority in relation
to a public servant referred to in sub-clause (v) of clause
(d) of S.2 of the Act shall be;
(a)
for the purpose of S.22 of the Act, the Registrar, Lok Ayukta;
and
(b)
for the purpose of the Act, except for S.22 thereof;-
(i)
in respect of a public servant referred to in sub-cls (v),(vi),(vii),
(x),(xi),(xii) and (xiii) of clause (o) of S.2 of the Act,
the Secretary in charge of the Administrative Department
to which the public servant is related to;
(ii)
in respect of a public servant referred to in sub-cl (viii)
of cl.(o) of S.2 of the Act the Secretary in charge of the
Labour Department; and
(iiii)
in respect of a public servant referred to in sub-cl, (ix)
of Cl. (o) of S.2 of the Act, the Secretary in charge of
the Election Department.
