Application by Govt. Servants for post notified by P.S.C.

When a Government Servant is applying for a Post notified by the Kerala Public Service Commission.

A Government Servant employed in a Service under the Administrative Control of the Government of Kerala applying for a post in another Office or Department of the Government of Kerala shall submit his application through the Head of the Office in which he is working at the time of making the application:

Provided that an application to the Kerala Public Service Commission or to any of its District Offices for appointment to any post notified by it may be presented in original to the Kerala Public Service Commission or the District Office concerned, as the case may be, with a receipt signed by the Head of his Office that the has received a copy of the application and that he will communicate his objections, if any, to the entertainment of the application within one month of the last date fixed for receipt of applications. It will be the responsibility of the Head of the Office to inform the Commission or its District Office, as the case may be, either on his own motion or after taking orders of his superiors whether objection is to be taken for, entertaining the application. If such an objection is received by the Commission or its District Office, as the case may be, within one month of the last date fixed for the receipt of the application, the application will be rejected. 21. Unless otherwise specified the qualification, experience prescribed for any post in Part I of the notification shall be one gained by candidate holding temporary or regular appointments in Central or State Government Service or in Public Sector Undertaking or Registered Private Sector Undertaking after acquiring the basic qualifications prescribed for the post. The experience gained as factory workers on daily wages of permanent nature will also be accepted provided the service is continuous and not of a casual nature. Experience gained by candidates in the capacities of paid or unpaid apprentice, trainees and casual labourers will not be accepted.

Note- Registered Private Sector Undertaking means-
(i) Co-operative Societies registered under the Kerala Cooperative Societies Act, 1969, Societies registered under the Societies Registration Act, 1860 of the Travancore Cochin Literary, Scientific Charitable Societies Registration Act, 1955 or Companies registered under the Companies Act, 1956 or any Institution, Firm or Company which has a legal entity under any law for the time being in force;

(ii) Small Scale Industrial Units registered with the Institutional Development Commissioner; and
(iii) Industrial Institutions wherein Government have investments.
22. The certificate to be produced in proof of experience shall be in the Form as given.

22A. The form of certificate to be produced by Ex-servicemen to prove their experience in the Defence Force as given . The certificates shall be one issued by competent authority in the Defence Force

23. The application forms shall be filled up in ink or typewritten and signed by the candidate. Application submitted contrary to the instruction will be rejected on that ground itself. All the columns in the applications shall be filled up in full. No columns shall be left blank or filled up dots or hyphen or by any other mark. If any of the column is irrelevant in the case of a candidate that column shall be filled up by the entry "N.A.", i.e. Not Applicable.
24. Applications addressed to the Chairman or Members of the Commission or Secretary will be rejected.
"25. (a) If there is difference in the name of the candidates given in the application and that given in the documents, an identity certificate from a Gazetted Officer showing that the name given in the application and in the documents are of the same person should be attached with the application."
"(b) The application having one or more of the following defects will be summarily rejected
1. Not qualified.
2. Under-aged.
3. Over-aged
4. Unsigned
5. Applications which are not in the prescribed form and size as required in paragraph 12.
6. Applications received not in response to Gazette Notification
7. Late Applications
8. If the name of post applied for cannot be correctly gathered from the details furnished by the applicant.
9. If the candidates apply to more than one District (For district-wise selections) for a post in response to the same notification.

(c) There will not be any appeal against the rejection of applications made on any ground.
26. Advice on recruitment of candidates will be made on the basis of the rank secured by them in the ranked list prepared in pursuant to the notification in accordance with the rules of reservation prescribed in Rules 14 to 17 of Part II of the Kerala State and Subordinate Service Rules 1958 and subject to the conditions laid down in Rules 3 (c) of the said rules and in accordance with the rule made for the purpose from time to time.

Note- In respect of candidates for appointment in the government owned Companies,
Corporations and Boards, Rule 3 (c) of Part II of the Kerala State and Subordinate Service Rules, 1958 will not be applicable. But in their case the rules laid down in this regard by the Company/Corporation/Board will be applicable.

27 (a) The claim of the candidates with regard to the date of birth, educational/technical qualifications, experience and community are accepted only provisionally on the information furnished by them in their application forms subject to the Commission satisfying themselves about their age, educational, technical qualifications, experience and community. Mere admission to any test or interview or inclusion of the name of candidate in a Ranked List will not confer on the candidate any right for appointment. The candidature is therefore, provisionally at all stages and the Commission reserves the right to reject any candidature at any stage of the selection even after the advice has been made.

(b) Inclusion of the name of an applicant in a Ranked List or in an advice list by the Commission carries with it not guarantee of actual appointment.

28. Candidates are directed to fill up the applications carefully in accordance with the terms and conditions laid down in the notification and the directions contained in the application form. Applications which do not conform to the above are liable to be rejected.
