LIBRARY MEMBERSHIP
Application form for Library Membership can be obtained free of cost from the Library property cum checking counter. There is also no admission fee.
The duly filled in application form along with the following documents have to be submitted to the Duty Librarian during the lending hours of the library i.e. from 8.30 am to 11.15 am and 4 pm to 6.45 pm on all working days and from 8 am to 2 pm on Sundays.
(i) Two stamp size photographs (Including the one pasted in the application form).
(ii) Electoral Card / Driving Licence / Passport – (any one of the above)
(iii) Membership Fee (Refundable deposit)
1. ‘A’ Class Rs.400
2. ‘B’ Class Rs.300
3. ‘C’ Class Rs.200
4. ‘D’ Class Rs.100
iv There is no monthly subscription
v The membership fee is refundable on withdrawal of the membership provided the member has no outstanding liability to the State Central Library, Thiruvananthapuram.
Note:
In the case of students /children above 14 years of age, they should submit along with the application form the document (II) shown above belonging to either parents or guardian.

Documents required with Application for admission

1. Two stamp size photographs (One to be affixed on the application form)

2. Proof for residential address - Electoral Identity Card / Driving Licence / Passport.(for A,B,C, and D class membership)

3. Attested copy of the applicants office identity card(For E class membership).

4. Admission for children above 14 years of age will be allowed on production of the Electoral Identity card of their parents.

Library Collection
The library has a total collection of 367243 documents in different languages such as English, Malayalam, Hindi, Tamil, Sanskrit in various disciplines.

Journals
The library subscribes 27 dailies and 215 journals including foreign journals.

LOAN PERIOD
Books : 30 days (including holidays)
Periodicals : 7 days (including holidays)

Loan period of books can be extended for one more month by post, over telephone or in person on or before the due date provided the book doesn’t have any reservation. There is no provision for the extension of lending period of periodicals. The overdue charge for books and periodicals are as shown below:
No extension will be allowed on requests made after the due date stamped for the return of books.
Books/Periodicals

50 Paise for the first five days after the due date (stamped) thereafter Re.1 for every additional day.

LOSS OF BOOKS/PERIODICALS
In case a book is lost, the member has to procure a new Library edition copy of the same and settle the matter after paying overdue charge if any. For a lost periodical, its latest copy should be returned with over due charges if any. In case the book is out of print the member has to remit the cost of book as decided by the State Librarian with over due charges if any.
Revenue Recovery Proceedings will be initiated against members those who fail to comply with the above rule. The long pending dues which have been subjected to RR proceedings will also be settled on one time basis by the State Librarian on application from the concerned. In such case the members can return the books/periodicals in their possession and clear the dues after the remission allowed by the State Librarian in genuine cases, at his discretion.

LOST BORROWER’S TICKET / IDENTITY CARD
In case of lost Borrower’s Ticket or Identity Card the matter should be informed to the State Librarian in writing. A fine of Rs.5 for each Borrower’s Ticket lost and Rs.20 for Identity Card will be levied.A recent stamp size photograph is required for duplicate ID.After clearing the liabilities new Borrowers Ticket and Identity Card will be issued.

CLOSED REFERENCE / SPECIAL COLLECTIONS
Entry to the above sections are permitted on submitting special requests in prescribed application available in library. Members are allowed to refer books and bound volumes of periodicals and old news papers during 10.15 am to 4.45 pm on all working days except Sundays.

REPROGRAPHIC SECTION
Members are permitted to take copies of relevant pages from books / periodicals / Government Gazette within the purview of Copyright Act on remitting the stipulated fee. This facility is available from 10.15 am to 4.45 pm on all working days except Sundays.

DATE CONVERSION CERTIFICATE
Date of birth recorded in Malayalam era will be converted into corresponding Christian era date and a certificate to this effect will be issued by the State Librarian on realisation of a fee of Rs.25 per certificate on all working days from 10 am to 5 pm except sundays based on request of the concerned.

INTERNET BROWSING CENTRE
Library Members as well as non-members can avail this facility on remitting the stipulated fee subject to verification of their identity from 10.00 am to 5.00 pm with break between 1.15 pm 2.00 pm on all working days except Sundays.

RULES FOR THE RENTING OF THE AUDITORIUM OF STATE CENTRAL LIBRARY, THIRUVANANTHAPURAM

1. These rules may be called “The Rules for the lending of the Auditorium of the State Central Library,
   Thiruvananthapuram”.

2. Definitions – In these, Rules unless the context otherwise requires:-
(a) “The Auditorium” means State Central Library Auditorium, Thiruvananthapuram
(b) “Day Time” means the duration starting at 6.00 hrs and ending at 18.00 hrs on the same day.
(c) “Night Time” means the duration starting at 18.00 hrs and ending at 6.00 hrs on the next day.

3. (a) The Auditorium shall not be allotted to any one including Government .

Departments free of charges.
(b) Government Department shall pay only half of the prescribed rate of rent, but  shall pay all other charges in full.

4. The party requiring the use of the Auditorium may reserve the Auditorium subject to availability by directly reserving with the State Librarian, State Central Library, Thiruvananthapuram.

5. The State Librarian shall have the power to decline any application/ cancel any reservation without   assigning any reason and no claims for damages or loss on that account would lie to
      the State Central Library/Government.

6. The rates of rent and other charges for the use of the Auditorium shall be fixed from time to time by Government.

7. The cost of the establishment, maintenance of the auditorium, stage, buildings and premises and maintenance of the electrical installations shall be borne by the PWD.

8. The Government shall have power to alter, amend or repeal these rules at any time in consultation with State Librarian, State Central Library, Thiruvananthapuram.

9. In respect of matters not specifically provided in these rules and wherever there, is any doubt in regard to interpretation or applicability of any of these rules, the decision of Government shall be final.

10. The duties and responsibilities of the staff employed for the management and maintenance of the Auditorium shall be issued by the State Librarian.

11. Subject to the provisions of these rules, the auditorium will be let on hire by the State Librarian on application made to him for the following purposes:

Public or Private lectures, concerts, theatrical and musical performances, conferences, semianars/book exhibitions or other entertainments, conducive to the moral, social, intellectual and physical welfare of the people, in such a manner or subject to such terms, conditions and rules as the Government shall from time to time prescribe. The Auditorium shall also be alloted for exhibition-cum-sales conducted/sponsored by Public Sector Undertakings of the Government of India and State Governments.

12. Normally, the State Central Library Auditorium is allotted on “first come first served” basis except when     there is any Government function requiring cancellation of a confirmed reservation.

13. The Auditorium will not be let out for conducting marriages or similar private ceremonies or
      meetings of the political parties.

14. The Auditorium shall not normally be allotted to the same party for more than 3 days in a month. However, in exceptionally deserving cases the Government shall have power to relax this provision.

15. The premises of the State Central Library shall not be allotted for any purpose.

16. The Accounts of the Auditorium shall be audited by the Accountant General (A&E), Kerala, perodically.

17. All communications relating to renting of the Auditorium shall be addressed to the State Librarian, State Central Library, Thiruvananthapuram in the prescribed manner and shall be disposed of by him as per rules. However, applications for allotment of the auditorium for exhibition cum sales shall be addressed to Government with a copy to the State Librarian and such applications shall be disposed of by Government.

18. Request for allotment of the Auditorium for Government purpose should be recommended by Heads of Department/ Administrative Departments in Secretariat. A treasury savings bank account will be opened in the District Treasury, Thiruvananthapuram in favour of the State Librarian.

19. The rent collected will be deposited to the above account. The amount forfeited towards damages etc. also will be deposited to the above SB account.

20. The rent and other charges once remitted shall not on any account be refunded, provided, however, a refund, shall be made to the lessee, if for not fault on his/her part, the Auditorium is not made available to him/her.

21. Smoking and the use of alcoholic drinks are strictly prohibited in the Auditorium and its premises.

22. Notwithstanding any provision to the contrary in these rules, it shall be competent for the Government to relax any of the provisions.

23. Functions of the State Librarian

(i) All communications relating to renting of the Auditorium shall be addressed to the State Librarian, State Central Library, Thiruvananthapuram in the prescribed manner and shall be disposed of by him as per rule.

24. Rules and conditions to be observed by the lessee.
(1) After ascertaining the availability of the Auditorium of State Central Library, the party shall remit the rent in the Office of the State Librarian, Thiruvananthapuram within two days from the date of application.

(2) If the applicant fails to remit the rent of the Auditorium within the stipulated time the application will stand rejected.

(3) The lessee shall deposit a sum of Rs.2500 in cash as security deposit for one day and Rs.500 for each additional day of reservation with the State Librarian, State Central Library. The amount shall be paid on or before the day previous to the actual day on which the auditorium is required. This deposit will be refunded on application by the Party as Treasury Cheque after deducting there from the charges payable by the lessee towards damage to the Auditorium, its fittings and furniture, if any, after use.

(4) The security deposit or balance thereof, after adjusting the dues, if any, if not claimed and received within five days from the final day of the programme will be forfeited.

(5) The lessee or his/her agent shall not sublet or lease the Auditorium to anyone under any circumstances.

(6) The lessee or his/her agent shall on no account damage or disfigure the Auditorium, furniture or the premises.

(7) Any damage done to the Auditorium or the furniture during the lessee’s occupancy must be made good by him/her.

(8) The lessee or his/her agent shall not prevent the State Librarian or employees of the auditorium in the discharge of their duties during the lessee’s occupancy.

(9) The lessee or his/her agent shall not prevent the State Librarian or employees of the Auditorium from entering or leaving the Auditorium at any time during the lessee’s occupancy.

(10) All arrangements like seating, lighting decoration, PA system etc. within the Auditorium and its premises will be carried out only after consulting the State Librarian.

(11) The allottees shall arrange to remove at their own expense the junk/garbage that they generate; before vacating the Auditorium. A sum of Rs.100 per day will be recovered from the security deposit in case the Auditorium is not cleaned by the occupants after the function is over.

(12) The allottees should refrain from any activities that may spoil or damage the beauty, attraction and heritage value of the Auditorium and its premises.

(13) State Librarian/Government shall not be responsible for any loss or damage to the properties of the allottee.

(14) The allottee will be permitted to exhibit banner subject to the prior approval of the State Librarian in front of the Auditorium.

(15) The lessee shall give written undertaking in the form prescribed in the application accepting full responsibility for any damage that may be caused and agreeing to make good such damage.

(16) The lessee shall not allow any vendors to sell any articles within the auditorium or its premises.

  25. Scale of charges for the use of the auditorium

   (1) For professional entertainments/functions admission to which is charged.
   a) For day time or night time or part thereof : Rs.5000
   b) For whole day or part of a day including day time and night time : Rs.8000

  (2) For private and amateur entertainments admission to which is not charged.

Special Collections 
Library is holding special collection donated by Sri. V.K. Krishna Menon, Prof. Nandan Menon, Prof. N.Gopalapillai & Sri.Sreerangam Vikramon Nair and K.R.Elankath Trust.

Reservation & Renewal of Books
Member's can reserve any book in the holdings of the Library except Reference Books Borrowed books can be renewed once over telephone,by online ,through post or in person , unless there is no reservation for the book requested on or before the due date stamped Subsequent renewal can be done only on production of the borrowed book. There is no reservation and renewal for journals or periodicals.

Overdue Charges 
Upto 2005 - September an amount of 25ps per day was charged for each item (both Books & Journals) as overdue charge for belated return. After September 2005 the overdue charge was enhanced to 50ps per day for the first 5 days and Rs.1/- per day there after. Renewal of books is allowed once only.

Books/ Journals Lost
The loss may be reported to the State Librarian in writing. The member may either replace the same copy of the book or remit the cost as decided by the State Librarian from time to time along with the overdue charges if any.

Regarding loose issues of journals the lost item should be replaced either by submitting it's current issue along with overdue charges if any or by remitting the cost as decided by State Librarian from time to time along with over due charges if any

Any amount due to the State Central Library from member's on account of loss or damage to books or any other library materials and any other dues declared by the State Librarian shall be recovered as per the Revenue Recovery Act if such dues are not cleared otherwise.

Lending Service
Books except reference books and journals are loaned to member's for Home reading.

Reference Service
A well furnished A/C Reference & Information Centre is functioning in the first floor. The rich reference sources are open to the member's from 8.00 am to 8.00 pm on all working days and on Sundays from 8.00 am to 2.00 pm. Reprographic facility is also provided from 10.00 am to 5.00 pm. Admission is restricted for member's only in the reference section

Reprographic Service
Photo copy of relevant pages of Books & Periodicals available in the library will be issued subject to the provisions of Copyright Act. This service is chargeable.

Gazette Extracts

Certified & Non Certified extracts of Kerala Government Gazette will be issued on written request. This chargeable service is made available on all working days except on Sundays during library office hours (10.00 am to 5.00 pm).

Date Conversion Certificate 

Date Conversion certificate from Malayalam Era to Christian Era & vice versa is issued on written request. This service is chargeable @ Rs.25/- per certificate. This service is available on all working days from 10.15 am to 4.30 pm except Sundays.

Internet browsing centre 
The internet browsing center in the State Central Library was inaugurated on 15/03/2004. The working hours of Internet browsing center will be 10 am to 5 pm on all working days except Sunday.

Browsing Rate 

• For member's: Rs.10/- per hour; Rs.8/- per 1/2 hour
• For Non member's: Rs.15/- per hour; Rs.10/- per 1/2 hour

1. Scanning per page - Rs.10/- including printing or copying in Floppy (Fresh Floppy to be produced by the user)
2. C.D Writing - Rs.30/- per CD (Fresh CD to be produced by the user)
3. Laser printing - A4 size: Rs.5/-

5. Copy of digitized books -A4 size Rs.5/- per page

Terms and Conditions

1. All services provided at the Internet Browsing Centre of the State Central Library will be available against payments on a first come first serve basis.
2. The service shall be made available at the seat allotted by the Centre to individuals.
3. Each User in the Centre is liable to follow the rules and regulations and terms and conditions issued by the Government from time to time.
4. File, Printing and storage service shall be subject to copy right rules and shall therefore be scrutinised by the Centre. The services shall be extended at the discretion of the Centre only to those software or documents that have been retrieved from the Internet or generated by the User and are not obscene, defamatory of inflammatory in nature. The services shall not be available for Software or documents brought in file storage media like tapes, Floppy disks, CD-Roms or USB memory etc by the User.

Closed Reference Section

Rare and precious old books, back volumes of Journals and Dailies are kept here for reference. Admission is given to users on written request.Photo copies of the relevant information will be issued subject to the provisions of copyright act.

Gazette Section

Kerala gazette section working hours - Monday through Saturday 8.00 am to 8.00 pm.
Sunday - 8.00 am to 2.00 pm.

Digital Library:-

Library has a digital collection in searchable format of 707 books, including English & Malayalam books. Users can access the same through intranet in the reference section from 8.00 am to 7.45 pm on all working days except sundays.

Multimedia Section 

Multimedia Section is functioning in the ground floor of the New Heritage Model building where the childrens' wring of the State Central Library is accommodated. No additional charge is being levied from children. A maximum of half an hour time is allowed for each child.

Auditorium

An Auditorium is available in the State Central Library Thiruvananthapuram which is being rented out as per the rates prescribed by the Government for various functions except those organised by political parties and individuals.

Certificate Course in Library & Information Science (CLISc)

This library is conducting a certificate course in Library and information Science. The duration of the course is 6 months. There are 40 seats for this course. The Government's scheme of Earn While You Learn has been successfully implemented during the year 2005.
