PEOPLE'S ACTION FOR DEVELOPMENT (KERALA) is an autonomous agency under the aegis of Rural Development Department, Government of Kerala. People's Action for Development (Kerala) or PAD ( K ) act as the nodal agency of the CAPART , an autonomous organization under the Ministry of Rural Development, Government of India. By acting as a bridge between the NGOs and the CAPART, PAD (K) familiarizes the CAPART schemes to the NGOs and provide them consultancy service.

With the launching of the decentralized planning strategy in Kerala, the Grama Sabha play vital role in fulfilling the developmental aspirations of the people. It has become very clear that all the developmental needs of the people cannot be met by the Government alone. Alternate funding sources for developmental projects are thought upon everywhere. Here in lies the significance and relevance of PAD (K) which act as a bridge between the Voluntary Organizations and the CAPART.

PAD (K) is a non-profit, non-partisan organization, which stand on welfare concept. Even if cost benefit analysis is worked out PAD (K) needs to be strengthened.

Being and autonomous institution quick delivery of service is possible dispensing with the usual governmental formalities.
