About Directorate of Factories and Boilers The Department of Factories and Boilers, under the Department of Labour is looking after the safety, health and welfare issues of workers employed in factories. Secretary to Labour is the administrative head of the Department . The main function of the Directorate of Factories and Boilers is to administer or implement various provisions according to the Factories Act 1948, the Indian Boilers Act 1923 and other enactments for ensuring Safety, Health and Welfare of the factory workers and safety of the public near to factories.The departmental functions are regulatory as well as service. 2 nd stage
Transfer, amendment and issue of duplicate licence are done by the concerned regional Joint Director of Factories & Boilers. (see fee schedule). The authority to suspend licence is Director of Factories & Boilers. The application to be forwarded through Inspector of Factories & Boilers or directly. Application for licence has to be submitted after completion of construction.
For Services under the indian Boiler Act

The Medical Division looks after the health of the Industrial workers through its set up consisting of the Joint Director of Factories & Boilers (Medical) and one medical officer attached to the IHL Complex and one Medical Officers each the regional safety cell. The Medical Officer are under the Technical control of Joint Director of Factories & Boilers (Medical). Medical exams of workers as per rules are carried out by the Medical Officer / certifying surgeons. Medical exam fee has to be remitted by the Occupier (Rs. 30/- per workers) (Head of account 0230-00-104)ad forwarded chalan receipt to the Joint Director of Factories & Boilers(Medical), Kumarapuram, Trivandrum 11.
