Equation of Service Trades with Civil Trades PROGRAMME/SCHEMES EDUCATIONAL ASSISTANCE
1. Cash Award to SSLC, CBSE and ICSE Top Scorers. Cash award of Rs. 3000/- is given to the top mark scorer of SSLC, CBSE and ICSE at district level among the wards of Ex-servicemen. Eligibility:
a) One child of Ex-Servicemen in each district in each category.
Documents:
a) Application. 2. Financial Assistance to Children of Ex-servicemen who are undergoing coaching classes to appear for SET, NET, JRF, ICWA, CA, Civil Services Examination etc.
In order to help the Children of Ex-Servicemen who are undergoing coaching classes for SET, NET, JRF,ICWA,CA, Civil Services Examination etc. one time grant of Rs 3000/- (Rupees three thousand only) will be paid . Eligibility:
a) Children of Ex-servicemen, who are undergoing, the above coaching.

a) Application in plain paper requesting the grant.
3. Scholarship to the dependent children of Ex-servicemen studying in Professional/Vocational and Technical Courses: Children of Ex-Servicemen studying in various Professional/Vocational/Technical Courses are eligible for Scholarship of an amount ranging from Rs. 1000/- to Rs. 6000/- per year from Amalgamated Fund subject to certain conditions.
Eligibility:
a) The Scholarship will be granted to the children of Ex-servicemen studying in full time professional/vocational/technical courses.

a) Completed application for Scholarship to the children of Ex-Servicemen studying in vocational/professional and technical courses.
4. Scholarship to the children of Ex-Servicemen studying at Sainik School, Kazhakoottam.
Amalgamated Fund extends Scholarship at the rate of Rs. 10000/- each to 20 students selected on merit and income basis.
5. Financial Assistance to children of Ex-Servicemen for entrance coaching.
Students who are preparing for Entrance Examination in Medical/Engineering Course are eligible for financial assistance at the rate of Rs. 3000/- subject to conditions. There is provision to sanction to 180 students.
Eligibility:
a) Children of Ex-Servicemen undergoing entrance coaching to Medical/Engineering course.

a) Application for financial assistance to children of Ex-Servicemen for entrance coaching duly completed.
6. Merit Scholarships.
Bright students among the children of Ex-Servicemen studying from post-metric class to post-graduate and other courses are eligible for scholarships varying from Rs. 500/- to Rs. 2000/-. Eligibility:
a) Students who have secured minimum 50% marks in aggregate in the examinations conducted in the previous year.

7. Lump Sum Grant and Scholarship.
Lump Sum Grant and scholarship are being paid to cadets who are domiciled from Kerala and undergoing training at the National Defence Academy and the Rashtriya Indian Military College.
Raksha Mantry’s Discretionary Fund (RMDF) With effect from 1st April 2006, the following Financial Assistance are provided. (Reference 189/KSB/B/RMDF/FCR/2006 dated 20 June 2006):-
8. Financial assistance towards Educational Grant to the children of Ex-Servicemen:
An educational grant of Rs.200/- pm for son and Rs.400/-pm for daughters for a maximum of 02 children studying up to 12th standard, up to graduation Rs.600/-pm only for daughters. Eligibility:
a) Should not be in receipt of any pension or has no source of income. b) Pension is not enough to meet family expenses.

9. Prime Minister’s Merit Scholarship Scheme:
With a view to encourage higher technical and professional education for the wards of Ex-Servicemen/War widows a new scholarship scheme known as ‘Prime Minister’s Merit Scholarship Scheme’ has been introduced by the central Government from the academic year 2006-07. The period of scholarship shall vary from 2 to 5 years according to the duration of the course and also upon the approval of the concerned regulatory body. An amount of Rs 1250/- p.m. and Rs 1500/- p.m. will be paid to boys and to girls respectively. The application forms and instructions can be downloaded from the official website of the DGR, i.e., www.dgrindia.com. Completed applications will be directly verified by the Zila Sainik Welfare Officer concerned and routed though Directorate of Sainik Welfare to the Secretary, Kendriya Sainik Board, Wing-5, Block-IV, R.K.Puram, New Delhi-110066 so as to reach the office on or before 31st august every year

a) Widows and unmarried wards of Ex-Servicemen Application.
RESERVATION OF SEATS IN MEDICAL/DETAL/ENGINEERING COLLEGES AGAINST DEFENCE QUOTA Government of India has reserved 28 seats for MBBS and 01 seat for BDS all over the country and some seats for Engineering courses in Annamalai University for sons, daughters and wives of Defence personnel covered under the following categories as Government of India nominees (Order of priority is as below. There are 28 seats ion Medical Colleges, one seat in Dental College and one seat each in Civil and Structural Engineering in Engineering College, Annamalai University, Tamilnadu. The following categories (priority written against each) of dependents, i.e., sons/daughters/wives/widows of service personnel are eligible to apply:
The candidate must have passed 10+2 or equivalent examination in English, Physics, Chemistry and Biology with at least 50% marks in aggregate for MBBS/BDS courses and for the Engineering courses the candidate must have passed similar examination in English, Physics, Chemistry and Mathematics securing 75% and above marks in the aggregate. There is no written examination for selection of the candidates. The candidates are short listed on the basis of marks obtained in the qualifying examination. The selected candidates are nominated to the colleges as per final merit list prepared by Kendriya Sainik Board (KSB) and preference exercised by the candidate subject to availability of seats. The candidate may obtain application forms for admission against reserved seats from Secretary, Kendriya Sainik Board, West Block-IV, RK Puram, New Delhi – 110 066. Telephone No. of KSB : 011-6192359 , 011-6192360 SYMBIOSIS INSTITUTE OF MANAGEMENT STUDIES (SIMS) Post Graduate Diploma in Management (PGDM) – Dual Specialisation: 2 Divisions Post Graduate Diploma in Management (PGDM-PM & HRD) – Specialisation in Personnel All the students have to undergo compulsory training module in IT conducted jointly by SIMS and NIIT, leading towards award of “Diploma in Information and System Management (DISM)”. Eligibility Open to all graduate children/dependants (with minimum 50% marks from a recognized university) of serving/ex-servicemen from Army, Air Force and Navy. And those appearing for the final Year Degree Examination by June 2001 may also apply provisionally. Seats are available for industry sponsored candidates who may/may not be dependants of Defence personnel. Any graduate with minimum 50% marks can be sponsored by a company. Admission allotment Open Merit: 80% of vacancies for the full-time, two-year courses offered by SIMS, shall be allotted to Defence Personnel and their dependants only, on the basis of their performance in the entrance examination, and strictly on merit. Special Reservation: SIMS management shall allot 10% of vacancies for Defence Personnel and their Dependants, in consultation with Headquarters, Southern Command. This discretionary quota will cater for son/daughter of Defence Personnel who : a) Killed action (war, counter insurgency, or war-like operation). b) Disabled in action (war, counter insurgency or war-like operation) with more than 50% disability. c) Next to kin of service personnel who died while in service, death being attributable to military service. § Industry Sponsored Seats: 10% seats are reserved for Industry Sponsored candidates (any citizen) who may/may not be dependants of Defence Personnel. Entrance exam Centres: Ambala, Bangalore, Calcutta, Delhi, Hyderabad, Mumbai, Jammu, Lucknow and Pune. (Institute reserves the right to cancel any of these centers). Employment Assistance (GENERAL) A. Reservation for Employment
EMPLOYMENT ASSISTANCE FROM STATE GOVERNMENT:
Employment assistance to Dependants of jawans killed/disabled/missing in action:
Government of Kerala provide employment assistance in the State service to the dependants of the defence personnel and GREF/BSF personnel attached to military duty killed/disabled/missing due to reasons attributable to military service. Eligibility: a) One dependant is eligible for employment assistance. b) Priority is Wife/Husband/Son/Daughter/Unmarried brother/Unmarried sister. c) Age relaxation as per rules. d) To be applied with in 3 years of death/missing/disability. In case of minor to be applied within 3 years of majority.
FINANCIAL ASSISTANCE
1. Grant of Financial Assistance from SMBF\DMBF An amount ranging from Rs.2000/- to Rs.2500/- is given from the SMBF to Ex-servicemen/Widows provided the annual income of the family is less than Rs. 30,000/-. This grant from District Military Benevolent Fund is Rs 1500/- to Rs. 1750/-. The eligibility and the amount of grant are determined by the minimum marks secured to qualify for the grant under other items given in Annexure ‘A’ of G.O. (Ms) 197/77/GAD, dated 22nd June 1977 and amendments thereafter. The amount of grant is being sent to beneficiaries in the form of money order. Eligibility: a) Annual income limit will be Rs. 30000/- b) All Ex-Servicemen/widows within the income limit is eligible. (Subject to conditions). Documents: a) Application for grant of financial assistance from SMBF/DMBF. b) Form No DD 40. c) Attested copy of Discharge book. d) Attested copy of Ex-Servicemen Identity Card. e) Income certificate from the Village officer. 2. Immediate Financial Assistance
To alleviate the immediate nature of financial distress of ex-servicemen or their dependants, immediate financial assistance is granted from the SMBF at the rates of Rs. 4000/- and Rs. 3000/- by the Chief Minister and the Director of Sainik Welfare respectively. District Collector & Zila Sainik Welfare officer can sanction an amount of Rs 1000/- & Rs 500/- respectively from the DMBF.
Eligibility: a) Ex-Servicemen/Dependant in financial Distress Documents: a) Application for payment of immediate financial assistance from SMBF. b) Form No DD 40. c) Attested copy of Discharge book. d) Attested copy of Ex-Servicemen Identity Card. e) Proof of hardships suffered by the Ex-Servicemen.
3. Ex-Gratia Allowance
Lump sums grant of Rs. 1,000/- is given to the family (Widow/Dependants) of an Ex-serviceman in the event of his death to alleviate their immediate financial crisis without stipulating any conditions.
Eligibility: a) Widows/unmarried daughter/minor son can claim, in the order.
Documents: a) Application for ex-gratia grants. b) Form No DD 40. c) Attested copy of Discharge book. d) Attested copy of Ex-Servicemen Identity Card. e) Death certificate. f) Relation certificate of the applicant from the Village officer (incase not endorsed in discharge book). 4. Marriage Grants A sum of Rs. 5000/- is given to poor Ex-servicemen for the marriage of one of his daughters provided his annual income is less than Rs. 75,000/-. Eligibility: a) One daughter of Ex-Servicemen at the time of her marriage. b) Annual income limit is less than Rs. 75,000/-. c) Ex-Servicemen/widows/war widows/war disabled can claim. Documents: a) Application for marriage grant from SMBF. b) Form No DD 40. c) Attested copy of discharge book. d) Attested copy of Identity card. e) Income certificate from village officer. f) Proof of marriage (Marriage certificate/ Invitation card) g) Certificate of non receipt of similar benefits from other source. h) Certificate to prove age of bride. i) Certificate to prove relation. j) Declaration showing that the benefit is being claimed for the first time.
5. Financial Assistance to Blind Ex-servicemen/Blind Widows of Ex-servicemen/Blind Wives of ESM. A sum of Rs. 500/- per month is given to blind ex-servicemen/blind widows/blind wives of ex-servicemen/dependents who are totally blind in both the eyes, without stipulating income limit and subjected to SMBF rules. The amount of grant is being sent by Money Order. Eligibility: a) Ex-Servicemen/Widows/wives of ex-servicemen who are blind in both eyes. (100% blindness). Documents: a) Application for financial assistance to blind Ex-Servicemen /blind widows/blind wives of Ex-serviceman. b) Form No DD 40. c) Attested copy of Discharge book. d) Attested copy of Ex-Servicemen Identity card/widow identity card. e) Medical certificate to prove blindness. 6. Financial Assistance to Mentally Retarded Children. A sum of Rs. 500/- per month is given to mentally retarded children of Ex-servicemen.
Eligibility:
a) Unmarried/Unemployed children of Ex-Servicemen. b) Annual income should be below Rs. 75,000/-. c) Parents should be unemployed.
Documents:
a) Application. b) Form No DD 40. c) Attested copy of Discharge book. d) Attested copy of Ex-Servicemen Identity card. e) Income certificate from village officer. f) Medical Certificate (IQ should be below 40) issued by a Medical Board. g) Relationship Certificate. h) Certificate of non receipt of similar benefits from other sources. i) Unemployed/Unmarried certificate of Beneficiary from the Village Officer. j) Unemployed Certificate of the parents issued by the Village Officer.
7. Onam Festival Grants. A sum of Rs. 500/- is given as special grant to celebrate Onam festival to all Ex-servicemen inmates of TB/Leprosy sanatoriums of the State. Eligibility:
a) Ex-Servicemen under going TB/ Leprosy treatment in TB/Leprosy Sanatoriums.
Documents:
a) No documents required as the grant is given to those in receipt of pocket expense.
8. Financial Assistance to Physically Disabled Children. A sum of Rs. 300/- per month is given to physically disabled son/daughters of Ex-servicemen.
Eligibility:
a) Unmarried/Unemployed children of Ex-Servicemen. b) Annual income should be below Rs. 75,000/-. c) Parents should be unemployed. Documents: a) Application. b) Form No DD 40. c) Attested copy of Discharge book. d) Attested copy of Ex-Servicemen Identity card. e) Income certificate from village officer. f) Medical Certificate (percentage of disability should be above 40) issued by a Medial Board. g) Relationship Certificate. h) Certificate of non receipt of similar benefits from other sources. i) Unemployed/Unmarried certificate of Beneficiary from the Village Officer. j) Unemployed Certificate of the parents issued by the Village Officer.
9. Grant to orphan children of Ex-Servicemen.
Financial Assistance is granted to orphan children of Ex-Servicemen at the rate of Rs.1000/- per month subject to certain conditions. Eligibility:
a) The age limit for both male and female children will be 25 years. Earning or married children will not be eligible. Widowed/divorced daughters up to the age of 25 will also be eligible for the grant. b) Annual income limit will be Rs. 50,000/-. Documents: a) Application for Grant to orphan children of Ex-Servicemen. b) Attested true copy of the death certificate of the Ex-Servicemen and spouse. c) Income certificate issued by the Village officer.
d) Relationship certificate of the orphan with Ex-Servicemen/spouse. e) Orphan certificate issued by the Zila Sainik Welfare Officer. f) Attested true copy of the documents proving the age of the orphan. g) Non-employment and unmarried certificate issued by the Village Officer concerned. 10. Grant to old age homes providing shelter to aged Ex-Servicemen/widows.
The purpose of the scheme is to extend support to the poor and aged Ex-Servicemen admitted in recognized old age homes in the State. Those who have attained the age of 65 years are eligible under this scheme. The grant of Rs. 600/- per month will be paid to the Old Age Homes after scrutinizing applications obtained from the inmates in this regard through the Zila Sainik Welfare Office concerned.
Eligibility:
a) Ex-Servicemen/ widows above the age of 65 years admitted in Govt. approved old age homes and not in receipt of any pension. b) Not availing any financial assistance from any other sources.
Documents:
a) Application for grant to old age homes. b) Certificate from the head of the old age homes. c) Attested copy of the Ex-Servicemen identity card. d) Income Certificate and non receipt of similar benefits from other sources issued by the village officer. e) Recommendation by Zila Sainik Welfare Officer.
11. Financial assistance to Military Hospitals. Amalgamated Fund provides financial assistance to Military Hospital, Thiruvananthapuram, INHS Sanjivani, Kochi and Military Hospital, Kannur for local purchase of essential medicine for medical treatment of Ex-Servicemen. Grant is paid directly to Military Hospitals in the prescribed ratio half yearly.
12. Cash Awards, Cash in Lieu of land and annuity to Recipients of Gallantry Decorations The recipients of Gallantry Decorations/or NOK in the case of posthumously awarded, are eligible to get cash award, cash in lieu of land and annuity. Eligibility: a) Recipient of Gallantry Awards. b) Should be a native of Kerala.

13. Ex-gratia Grant. The Dependants of Military/Para Military personnel killed in action/militant action are given a grant of Rs.15,000/- and Military/Para Military personnel disabled/wounded in action/militant action are given a grant which varies from Rs.5,000/- to Rs. 15,000/- in accordance with the percentage of disability. Personnel belonging to other states died or disabled by serving in Kerala are also eligible for this grant. Eligibility:
a) Military/Para Military personnel killed/disabled/missing in specific operations/actions. b) Should be a native of Kerala/or should have been disabled/died while serving in Kerala. Documents:
a) Individual application highlighting the backgrounds of the specific operation under which death/disability occurred. b) Attributability certificate showing the date of casually, percentage of disability and the specific operation/action. c) Attested copy of discharge certificate/service particulars. d) Nativity certificate in original from the Tehsildar. Financial assistance up to a maximum of Rs.5 lakh is provided to Military/Para-military/GREF personnel who have killed/disabled in action. The amount of assistance will be apportioned between the wife and parents of the deceased in the ratio 3:1. Eligibility: d) One dependent of Defence and Para Military/GREF personnel. (Death/Disability attributable to Military service) killed/missing/disabled in action. Death/Disability/Missing shall be in operation area/field area. e) Should be a native of Kerala. Documents:

15. Cash Awards to Recipients of TA Medals. Territorial Army personnel who are recipients of TA decorations/TA Medals will be given cash award as follows:- Recipients of TA decorations for Officers – Rs. 3,000/- Recipients of TA Medals for Other Ranks – Rs. 2,000/-

The IInd World War Veterans are provided with financial assistance of Rs. 600 per month. Eligibility:
a) Ex-Servicemen with II World War Service holding census identity card. b) Neither re-employed nor receiving pensionary benefits from any source. c) In case of death. Only arrears will be paid to the surviving widows or to his legal heirs. d) Financial assistance will not pass on to successors including widows. e) Income below Rs. 6000/- p.a.

17. Financial Assistance for Marriage of the Children of Ex-Servicemen: Financial assistance of Rs. 16000/- is provided at the time of marriage of the daughters of Ex-Servicemen. Eligibility: a) Should not be in receipt of any pension. b) Should not be in receipt of similar financial assistance from other sources. c) Ex-Servicemen who are in receipt of pension but no other source of income will also be considered :- i. He has more daughters to be married and no sons to support him. ii. Children are studying and hence they can not support. iii. Any of the family members suffering from incurable diseases. iv. Documents: a) Application. b) Ration card and its English version. c) Attested copy of discharge book. d) Attested copy of identity card Ex-Servicemen. e) Attested copy of marriage certificate. f) Proof of age of daughter. g) Certificate from the ZSWO against non receipt of financial assistance for the same person. h) Marriage invitation card. i) Details of means/sources of fund for marriage and details of debt if any. j) Income certificate from the village officer. k) Details of family members –certificate from the village officer. l) Medical certificate – for persons with incurable diseases. m) Financial Condition Report. 18. Financial Assistance towards Medical Treatment: Financial assistance of a maximum of Rs. 30,000/- depending on the nature and the gravity of ailment is provided to the Ex-Servicemen/widows of Ex-Servicemen. Eligibility: a) Ex-Servicemen/widows of Ex-Servicemen who are undergoing treatment in civil/Government/private hospitals after referring from Military Hospitals. b) Ex-Servicemen/widows of Ex-Servicemen who are not in receipt of fixed medical allowance. c) Applicant is in receipt of fixed medical allowance but the expenditure is more than Rs. 2400/- for the treatment. d) All cases involving accidents. KENDRIYA SAINIK BOARD GRANTS 19. Financial assistance towards Repair of huts of Ex-Servicemen/widows of Ex -Servicemen in penury: Financial assistance of a maximum of Rs. 20,000/- towards repairs of house of Ex-Servicemen/widows of Ex-Servicemen. Eigibility: a) Ex-Servicemen/widows of Ex-Servicemen who are without pension and no other source of income. b) Ex-Servicemen/widows of Ex-Servicemen whose house collapsed due to natural calamities and has not been provided with financial assistance from any other sources. c) All cases of widows if at all they have family pension. 20. Penury Grant: Ex-Servicemen/widows of Ex-Servicemen in penury are provided a grant of Rs. 30,000/- as one time grant. Eligibility: a) All Ex-Servicemen/widows Ex-Servicemen/Dependants of Ex-Servicemen not covered under above schemes and is in special circumstances like accidental death of spouse, damage of crops due to fire or flood etc. and has not been provided with any financial assistance by State Govt. or any other sources. b) Any other case at the discretion of the Hon’ble Defence Minister. Note:- The non pensioners who are not the members of AGI, Air force Medical Insurance Scheme or ECHS are not employed and has not availed of similar FA for treatment of the serious diseases from any other source are eligible for Medical Financial Assistance on treatment of serious deceases ( Ref. KSB letter No 102/FA/KSB/D dated 21.6.06).
21. In addition to the above, the following grants/financial assistances are given to the Ex-servicemen/Widows:-
(a) Financial Assistance (Monthly grant for two years) to old infirm ex-servicemen of Rs. 2,000/-pm. (b) Financial assistance to Ex-servicemen/Widows staying at old aged home Rs.500/-pm. (c) Orphan daughters of ex-servicemen in all category (only one daughter) Rs.2, 000/- . (d) Pocket money for one child joining NDA/IMA during the training Rs.1, 000/-pm. (e) Orphan grant for Rs.1, 000/-pm is being paid to orphan daughters of ex-servicemen of all category upto to the age of 21 years or for upto marriage. (f) Medical treatment for non ECHS members Rs.3, 000/- (Maximum). Grant of Relief from Army Central Welfare Fund (ACWF) to Soldiers/NOKSoldiers who were boarded out of service without completing their terms of engagement, due to injury sustained during various military operations between 15th August 1947 and 30th April 1999 are now eligible for one time grant of Rs. One lakh each from the Army Central Welfare Fund. In case that soldier is not alive, the nominated NOK of the deceased/disabled soldier is also eligible to receive the grant (Nominated NOK, as per service record of the soldier at the time of his being invalided out). The grant is not payable to other Legal heirs/family members. Nok of all personnel who die in harness after 1st April 2001 are also eligible for a payment of one time grant of Rs. 30,000 out of ACWF. HOUSING 1. Grant for repairs of dwelling huts.
A one time grant of Rs. 5000/- is paid to Ex-Servicemen and windows of Ex-Servicemen. Eligibility:
a) Ex-Servicemen/widows of Ex-Servicemen. b) Annual income should be less than Rs.30, 000/-.

2. House Building Grant.
The State Government has introduced this scheme towards the welfare of the disabled Ex-servicemen boarded out and widows and dependants of jawans died in harness. The amount of grant is Rs. 70,000/-. Eligibility:
a) Disabled and boarded out soldiers/war widows of soldiers/ widows of soldiers died in harness and recruits with disability pension. b) Annual income limit should be less than Rs. 50000/- (the income limit is not applicable to the Dependants of jawans killed/disabled/missing in action). b) To be applied within 3 years of date of discharge/death.

MEDICAL
1. Pocket Expense. A sum of Rs. 500/- per month is given to each Ex-servicemen/widows of ex-servicemen inmate of TB/Leprosy sanatoriums in the State irrespective of their income. Free mosquito nets are also supplied to them.

Ex-Servicemen/widows of ex-servicemen inpatients undergoing treatment in TB/Leprosy sanatoriums.

2. Medical after care grant for TB/Leprosy patients.
Assistance of Rs. 500/- per month is given to every Ex-Serviceman (for a maximum period of three years only after the cessation of payment from Red Cross Society.) who is undergoing treatment as out patient on account of TB/Leprosy. Eligibility:
a) Ex-Servicemen whose annual income do not exceed Rs. 60,000/-. b) Should be undergoing treatment as out patient on account of TB/Leprosy. c) Should not have any assistance from the Indian Red Cross Society.

3. Medical After Care Grant to Cancer Patients. A sum of Rs. 1000/- per month is given to every Ex-servicemen/Widows/Wives of Ex-servicemen cancer patients for a period of one year without stipulating income limit and subjected to SMBF rules. Eligibility: a) Ex-Servicemen /Widows/Wives of Ex-servicemen.. b) Should have undergone treatment on account of cancer from a Govt. Cancer Institute. Documents: a) Application b) Form No DD 40. c) Attested copy of Discharge book. d) Attested copy of Ex-Servicemen Identity card. e) Medical certificate form a Government Cancer Institute to confirm that the Ex-Servicemen/ Widows/Wives of Ex-servicemen have undergone/undergoing treatment for cancer. 4. Financial Assistance to paraplegic Rehabilitation Centre, Pune. A monthly financial assistance of Rs 500/- per month to the inmates of Paraplegic Rehabilitation Centre, Pune who belongs to the State of Kerala and to provide railway ticket charges for 2nd class Sleeper once a year to a close relatives of the inmates.
5. Financial Assistance to aged Ex-Servicemen under medical scheme.
Under the scheme, a sum of Rs. 1000/- will be reimbursed to the aged Ex-Servicemen for purchase of medicines for his medical treatment subject to certain conditions (One time grant). Eligibility:
a) Aged and ailing Ex-Servicemen/World War II veteran. b) Annual income limit should be less than 6000/-. Documents: a) Applications for financial assistance to aged ESM under medical scheme. b) Income certificate from the village officer. c) Attested copy of the Ex-Servicemen identify card. d) Photostat copy of the IP/OP ticket duly attested. e) Essentiality certificate certified by medical practitioner-Registration Number to be mentioned. f) Medicine bills in original signed by the medical officer and by the applicant. EDUCATIONAL ASSISTANCE
1. Cash Award to SSLC, CBSE and ICSE Top Scorers.
Cash award of Rs. 3000/- is given to the top mark scorer of SSLC, CBSE and ICSE at district level among the wards of Ex-servicemen.
Eligibility:
a) One child of Ex-Servicemen in each district in each category.
b) Should have secured not less than 70% marks.

2. Financial Assistance to Children of Ex-servicemen who are undergoing coaching classes to appear for SET, NET, JRF, ICWA, CA, Civil Services Examination etc.
In order to help the Children of Ex-Servicemen who are undergoing coaching classes for SET, NET, JRF,ICWA,CA, Civil Services Examination etc. one time grant of Rs 3000/- (Rupees three thousand only) will be paid .
Eligibility:
a) Children of Ex-servicemen, who are undergoing, the above coaching.
b) Annual income should be less than Rs. 75,000/-
Documents:
a) Application in plain paper requesting the grant.
b) Attested copies of discharge book/certificate and identity card.
c) Income certificate from the Village Officer concerned.
d) Relationship certificate if required (i.e. candidate name has not recorded in the discharge book/certificate).
e) Course certificate from the recognized Institution stating that the candidate is undergoing coaching classes.
f) The sanctioned amount will be paid only after producing required documents (ie. hall ticket) for appear the examination).

3. Scholarship to the dependent children of Ex-servicemen studying in Professional/Vocational and Technical Courses:
Children of Ex-Servicemen studying in various Professional/Vocational/Technical Courses are eligible for Scholarship of an amount ranging from Rs. 1000/- to Rs. 6000/- per year from Amalgamated Fund subject to certain conditions.
Eligibility:
a) The Scholarship will be granted to the children of Ex-servicemen studying in full time professional/vocational/technical courses.
b) Annual income limit will be up to Rs. 1,00,000/-.
c) The AF scholarship will not be granted to a student for more than twice in career.
d) The age of student should be below 25 as on the date of joining the course.
e) Married/employed student is not eligible for scholarship.
f) Should not be a recipient of any other scholarship for the same course during the period.
g) If a student got scholarship in a particular course and fails to get a pass in the examination in that course, will not be eligible to get the scholarship for the second time in that particular course.
h) The student should have secured not less than 50% of marks in aggregate in the qualifying examination of the respective course. (e.g. the application is for a PG course, the student should have secured not less than 50% of marks in the degree course).

5. Financial Assistance to children of Ex-Servicemen for entrance coaching.
Students who are preparing for Entrance Examination in Medical/Engineering Course are eligible for financial assistance at the rate of Rs. 3000/- subject to conditions. There is provision to sanction to 180 students.
Eligibility:
a) Children of Ex-Servicemen undergoing entrance coaching to Medical/Engineering course.
b) Annual income limit should be less than Rs. 1, 00,000/-
c) .

a) Application for financial assistance to children of Ex-Servicemen for entrance coaching duly completed.

a) Students who have secured minimum 50% marks in aggregate in the examinations conducted in the previous year.
b) Should not be a recipient of any other scholarship.
c) Only students attending regular classes in Govt. Institution are eligible.

With effect from 1st April 2006, the following Financial Assistance are provided. (Reference 189/KSB/B/RMDF/FCR/2006 dated 20 June 2006):-
8. Financial assistance towards Educational Grant to the children of Ex-Servicemen:
An educational grant of Rs.200/- pm for son and Rs.400/-pm for daughters for a maximum of 02 children studying up to 12th standard, up to graduation Rs.600/-pm only for daughters.
Eligibility:
a) Should not be in receipt of any pension or has no source of income.
b) Pension is not enough to meet family expenses.

9. Prime Minister’s Merit Scholarship Scheme:
With a view to encourage higher technical and professional education for the wards of Ex-Servicemen/War widows a new scholarship scheme known as ‘Prime Minister’s Merit Scholarship Scheme’ has been introduced by the central Government from the academic year 2006-07. The period of scholarship shall vary from 2 to 5 years according to the duration of the course and also upon the approval of the concerned regulatory body. An amount of Rs 1250/- p.m. and Rs 1500/- p.m. will be paid to boys and to girls respectively.

§ Government of India has reserved 28 seats for MBBS and 01 seat for BDS all over the country and some seats for Engineering courses in Annamalai University for sons, daughters and wives of Defence personnel covered under the following categories as Government of India nominees (Order of priority is as below.
§ There are 28 seats ion Medical Colleges, one seat in Dental College and one seat each in Civil and Structural Engineering in Engineering College, Annamalai University, Tamilnadu.

§ There is no written examination for selection of the candidates. The candidates are short listed on the basis of marks obtained in the qualifying examination. TWO YEAR FULL TIME MANAGEMENT PROGRAMMES
§ Post Graduate Diploma in Management (PGDM) – Dual Specialisation : 2 Divisions
§ Post Graduate Diploma in Management (PGDM-PM & HRD) – Specialisation in Personnel All the students have to undergo compulsory training module in IT conducted jointly by SIMS and NIIT, leading towards award of “Diploma in Information and System Management (DISM)”.
Eligibility
§ Open to all graduate children/dependants (with minimum 50% marks from a recognized university) of serving/ex-servicemen from Army, Air Force and Navy.
§ And those appearing for the final Year Degree Examination by June 2001 may also apply provisionally.
§ Seats are available for industry sponsored candidates who may/may not be dependants of Defence personnel. Any graduate with minimum 50% marks can be sponsored by a company.
Admission allotment
§ Open Merit: 80% of vacancies for the full-time, two-year courses offered by SIMS, shall be allotted to Defence Personnel and their dependants only, on the basis of their performance in the entrance examination, and strictly on merit.
§ Special Reservation: SIMS management shall allot 10% of vacancies for Defence Personnel and their Dependants, in consultation with Headquarters, Southern Command. This discretionary quota will cater for son/daughter of Defence Personnel who :
a) Killed action (war, counter insurgency, or war-like operation).
b) Disabled in action (war, counter insurgency or war-like operation) with more than 50% disability.
c) Next to kin of service personnel who died while in service, death being attributable to military service.
§ Industry Sponsored Seats: 10% seats are reserved for Industry Sponsored candidates (any citizen) who may/may not be dependants of Defence Personnel.

Employment assistance to Dependants of jawans killed/disabled/missing in action:
Government of Kerala provide employment assistance in the State service to the dependants of the defence personnel and GREF/BSF personnel attached to military duty killed/disabled/missing due to reasons attributable to military service.
Eligibility:
a) One dependant is eligible for employment assistance.
b) Priority is Wife/Husband/Son/Daughter/Unmarried brother/Unmarried sister.
c) Age relaxation as per rules.

FINANCIAL ASSISTANCE
1. Grant of Financial Assistance from SMBF\DMBF
An amount ranging from Rs.2000/- to Rs.2500/- is given from the SMBF to Ex-servicemen/Widows provided the annual income of the family is less than Rs. 30,000/-. This grant from District Military Benevolent Fund is Rs 1500/- to Rs. 1750/-. The eligibility and the amount of grant are determined by the minimum marks secured to qualify for the grant under other items given in Annexure ‘A’ of G.O. (Ms) 197/77/GAD, dated 22nd June 1977 and amendments thereafter. The amount of grant is being sent to beneficiaries in the form of money order.
Eligibility:
a) Annual income limit will be Rs. 30000/-
b) All Ex-Servicemen/widows within the income limit is eligible. (Subject to conditions).

2. Immediate Financial Assistance
To alleviate the immediate nature of financial distress of ex-servicemen or their dependants, immediate financial assistance is granted from the SMBF at the rates of Rs. 4000/- and Rs. 3000/- by the Chief Minister and the Director of Sainik Welfare respectively. District Collector & Zila Sainik Welfare officer can sanction an amount of Rs 1000/- & Rs 500/- respectively from the DMBF.
Eligibility:
a) Ex-Servicemen/Dependant in financial Distress

a) Application for payment of immediate financial assistance from SMBF.
b) Form No DD 40.
c) Attested copy of Discharge book.
d) Attested copy of Ex-Servicemen Identity Card.

3. Ex-Gratia Allowance
Lump sums grant of Rs. 1,000/- is given to the family (Widow/Dependants) of an Ex-serviceman in the event of his death to alleviate their immediate financial crisis without stipulating any conditions.
Eligibility:
a) Widows/unmarried daughter/minor son can claim, in the order.
Documents:
a) Application for ex-gratia grants.
b) Form No DD 40.
c) Attested copy of Discharge book.
d) Attested copy of Ex-Servicemen Identity Card.
e) Death certificate.
f) Relation certificate of the applicant from the Village officer (incase not endorsed in discharge book).
4. Marriage Grants
A sum of Rs. 5000/- is given to poor Ex-servicemen for the marriage of one of his daughters provided his annual income is less than Rs. 75,000/-.
Eligibility:
a) One daughter of Ex-Servicemen at the time of her marriage.
b) Annual income limit is less than Rs. 75,000/-.
c) Ex-Servicemen/widows/war widows/war disabled can claim.

a) Application for marriage grant from SMBF.

d) Attested copy of Identity card.
e) Income certificate from village officer.

5. Financial Assistance to Blind Ex-servicemen/Blind Widows of Ex-servicemen/Blind Wives of ESM.
A sum of Rs. 500/- per month is given to blind ex-servicemen/blind widows/blind wives of ex-servicemen/dependents who are totally blind in both the eyes, without stipulating income limit and subjected to SMBF rules. The amount of grant is being sent by Money Order.
Eligibility:
a) Ex-Servicemen/Widows/wives of ex-servicemen who are blind in both eyes. (100% blindness).
Documents:
a) Application for financial assistance to blind Ex-Servicemen /blind widows/blind wives of
Ex-serviceman.
b) Form No DD 40.
c) Attested copy of Discharge book.
d) Attested copy of Ex-Servicemen Identity card/widow identity card.
e) Medical certificate to prove blindness.
6. Financial Assistance to Mentally Retarded Children.
A sum of Rs. 500/- per month is given to mentally retarded children of Ex-servicemen.
Eligibility:
a) Unmarried/Unemployed children of Ex-Servicemen.
b) Annual income should be below Rs. 75,000/-.
c) Parents should be unemployed.
Documents:
a) Application.
b) Form No DD 40.
c) Attested copy of Discharge book.
d) Attested copy of Ex-Servicemen Identity card.
e) Income certificate from village officer.
f) Medical Certificate (IQ should be below 40) issued by a Medical Board.
g) Relationship Certificate.

i) Unemployed/Unmarried certificate of Beneficiary from the Village Officer.
j) Unemployed Certificate of the parents issued by the Village Officer.

7. Onam Festival Grants.
A sum of Rs. 500/- is given as special grant to celebrate Onam festival to all Ex-servicemen inmates of TB/Leprosy sanatoriums of the State.
Eligibility:
a) Ex-Servicemen under going TB/ Leprosy treatment in TB/Leprosy Sanatoriums.
Documents:
a) No documents required as the grant is given to those in receipt of pocket expense.
8. Financial Assistance to Physically Disabled Children.
A sum of Rs. 300/- per month is given to physically disabled son/daughters of Ex-servicemen.
Eligibility:
a) Unmarried/Unemployed children of Ex-Servicemen.
b) Annual income should be below Rs. 75,000/-.
c) Parents should be unemployed.
Documents:
a) Application.
b) Form No DD 40.
c) Attested copy of Discharge book.
d) Attested copy of Ex-Servicemen Identity card.
e) Income certificate from village officer.
f) Medical Certificate (percentage of disability should be above 40) issued by a Medial Board.
g) Relationship Certificate.

i) Unemployed/Unmarried certificate of Beneficiary from the Village Officer.
j) Unemployed Certificate of the parents issued by the Village Officer.

9. Grant to orphan children of Ex-Servicemen.
Financial Assistance is granted to orphan children of Ex-Servicemen at the rate of Rs.1000/- per month subject to certain conditions.
Eligibility:
a) The age limit for both male and female children will be 25 years. Earning or married children will not be eligible. Widowed/divorced daughters up to the age of 25 will also be eligible for the grant.
b) Annual income limit will be Rs. 50,000/-.
Documents:
a) Application for Grant to orphan children of Ex-Servicemen.
b) Attested true copy of the death certificate of the Ex-Servicemen and spouse.
c) Income certificate issued by the Village officer.
d) Relationship certificate of the orphan with Ex-Servicemen/spouse.
e) Orphan certificate issued by the Zila Sainik Welfare Officer.
f) Attested true copy of the documents proving the age of the orphan.
g) Non-employment and unmarried certificate issued by the Village Officer concerned.
10. Grant to old age homes providing shelter to aged Ex-Servicemen/widows.
The purpose of the scheme is to extend support to the poor and aged Ex-Servicemen admitted in recognized old age homes in the State. Those who have attained the age of 65 years are eligible under this scheme. The grant of Rs. 600/- per month will be paid to the Old Age Homes after scrutinizing applications obtained from the inmates in this regard through the Zila Sainik Welfare Office concerned.
Eligibility:
a) Ex-Servicemen/ widows above the age of 65 years admitted in Govt. approved old age homes and not in receipt of any pension.
b) Not availing any financial assistance from any other sources.
Documents:
a) Application for grant to old age homes.
b) Certificate from the head of the old age homes.
c) Attested copy of the Ex-Servicemen identity card.
d) Income Certificate and non receipt of similar benefits from other sources issued by the village officer.
e) Recommendation by Zila Sainik Welfare Officer.

11. Financial assistance to Military Hospitals.
Amalgamated Fund provides financial assistance to Military Hospital, Thiruvananthapuram, INHS Sanjivani, Kochi and Military Hospital, Kannur for local purchase of essential medicine for medical treatment of Ex-Servicemen.
Grant is paid directly to Military Hospitals in the prescribed ratio half yearly.
12. Cash Awards, Cash in Lieu of land and annuity to Recipients of Gallantry Decorations
The recipients of Gallantry Decorations/or NOK in the case of posthumously awarded, are eligible to get cash award, cash in lieu of land and annuity.
Eligibility:
a) Recipient of Gallantry Awards.
b) Should be a native of Kerala.
Documents:
a) Application in duplicate.
b) Award certificate.
c) Gazette notification of the Govt. of India.
d) Nativity certificate issued by the Tehsildar.
