Born at Parapuzha on 10th June 1954 as son of Shri. P O Joseph and Smt. Annamma Joseph; M A degree; Agriculturist, Social and Political Worker.

Joined Kerala Congress in 1968; Held the portfolio of Home Affairs from 16-1-1978 to 15-9-1978 in the A. K. Antony Ministry. Was Minister for Revenue and Education from 28-12-1981 to 17-3-1982 and Minister for Revenue and Housing from 24-5-1982 to 25-3-1987 in the K Karunakaran Ministry. Was Minister for Education, Works, Housing and Registration from 20-5-1996 to 13-5-2001 in the Ministry headed by Shri. E K Nayanar. Was Minister for Works in the V S Achuthanandan Ministry from 18-5-2006 to 4-9-2006.

Also served as the Member of syndicate of Kerala University; Founder and Chairman of Gandhiji Study Centre, an N. G. O promoting organic agricultural activities.

Previously elected to Kerala Legislative Assembly in 1970, 1977, 1980, 1982, 1987 and 1996. Now represent Thodupuzha constituency.
