The Organisation
The
Kerala Water Authority was constituted by the Government
of Kerala on 1st April 1984 under the Kerala Water Supply
and Waste Water Ordinance 1984 as a successor to the erstwhile
Public Health Engineering Department of the Government
of Kerala. The ordinance was replaced by the Kerala Water
Supply and Sewerage Act 1986.
Organisation
set up
The
Board of the Authority consists of Chairman, Managing
Director, Secretary to Government (Water Supply), Secretary
to Government (Finance), Secretary to Government (Local
Administration), Secretary to Government (Rural Development),
two members representing local bodies, two members appointed
by the Government, Technical Member and Accounts Member.
The Managing Director is the Chief Executive of Kerala
Water Authority.

Kerala
Water Authority is divided into three regions, viz,
South, Central and North with headquarters at Thiruvananthapuram,
Kochi and Kozhikode respectively headed by a Chief Engineer
at each regional office.

Apart
from the Regional Chief Engineers, there are Chief Engineers
for (i) Personal, Services and General matters, (ii)
Investigation, Planning and Design, (iii) Human Resources
Development and (iv) OECF projects. There is also
a Finance Manager & Chief Accounts Officer to look
after the financial management of the Authority.

activities of the Authority are controlled and monitored
by the Head Office.
INVESTIGATION,
PLANNING AND DESIGN
There is an Investigation
Planning & Design Wing in KWA which is in charge
of preparation of project reports for formulation of various
water supply and sewerage schemes.
KERALA
WATER AUTHORITY TRAINING CENTRE
The
Kerala Water Authority HRD Wing is headed by the Chief Engineer
(HRD) and has two units viz. Training and HRD. In house sectoral training are conducted
by the Training Centre every year based on an approved Action
Plan for all categories of staff including Technical, Ministerial,
Class IV, Operating staff etc.
Officers of Kerala Water Authority are also deputed
for the refresher training courses through CPHEEO carried
out at various institutions in the country and also for
courses conducted by NEERI, HSMI etc.
Kerala Water Authority is conducting national refresher
course on Water Works Supervisors Course every year (4 weeks
duration) for which participants from all over India attend.
Training Centre also deputes Kerala Water Authority
staff for PG courses in Public Health/Environmental Engineering
inside as well as outside the State.
The HRD unit imports GRL training as envisaged by
NHRD Programme. The
participants are selected by the respective Panchayats with
the concurrence of the concerned District Collector.
Status
of Computerization
The Authority has computerized the billing and collection
in Trivandrum,Cochin and Kozhikode with good results.
It is proposed to replicate this system in all major revenue
centres of the Authority in one or two year time. There
is Computer Network System in the Head Office. For effective
planning, monitoring and implementation of various activities
in water supply and sanitation sector of Kerala Computerised
Management Information System (MIS) in Kerala Water Authority
with the assistance of Rajiv Gandhi National Drinking Water
Mission of GOI is being implemented.
