Computerisation of Registration Department
Government of Kerala accorded high priority for use of Information
Technology for the benefit of common man .The computerisation
of the Registration Department has been taken up as a major
step towards the e-governance of the state. As part of it
the Government would modernise its various departments through
the use of Information Technology. It has identified a list
of Departments having high level of public interface for
priority IT implementation .The Registration Department
is one of the departments that top the list.
The objective is to introduce IT in the functioning of the
Department so as to impart suitable modification to the
century old system. The first intention is to introduce
change at the sub Registry office level directly in the
registration activity. This will benefit the public at large.
It is
also intended to benefit office administration buy automating
the maintenance of various registers and books of accounts.
On request from the Inspector General of Registration and
based on further discussions with the Secretary, information
Technology Department, NIC Kerala Center Unit conducted
a preliminary study and submitted a project report during
September 1999. Subsequently the report was discussed in
various forums and Government called for a presentation
of the project during December 1999. The meeting was presided
over by the Hon: Minister for Registration, Education and
Public Works Shri.P.J. Joseph. Administrative Sanction for
the project was accorded during Jan 2000.The Software design
and development started immediately led to a comprehensive
user friendly menu driven software entitled "PEARL"
(Package for Effective Administration of Registration Laws)
