PEARL(Package for Effective Administration of Registration Laws)

Software Profile
PEARL aims at providing letter service to the common man in Kerala for the services rendered by the Registration Department. PEARL is designed to eliminate the maladies effecting the system of registration through electronic delivery of all its services. It:-

  • Demystifies the registration process
  • Introduces a transparent system easily accessible to the citizens
  • Bring in Speed, Efficiency, Consistency and Reliability
  • Replaces the manual system of copying and filling of documents with a sophisticated document management  system that uses Imaging Technology
  • Replaces the manual system of indexing Accounting as and Reporting
  • Improves the Citizen Interface substantially
  • The project is being implemented by the Registration Department .The software has designed and developed by Kerala State Unit of National Informatics Center. Ministry of Information Technology Govt. of India.
  • On implementation of the project the following services will be fully computerised. viz.
  • Registration of all category of documents
  • Issue of Encumbrance Certificates
  • Issue of Certified Copies
  • Registration of Chitty
  • Registration of Marriages under Special Marriage Act

Main Features

The main Features of the project are: -

  • The entire registration process is completed and the document returned in one hour.
  • Original document can be scanned and stored as image in the database recorded and also in CD.
  • Encumbrance Certificate can be issued in ten minute.
  • Certificate can be printed in A4 size, pre-printed or plain stationery or on 132 col. preprinted paper.
  • Survey sub-divisions number based search and Document No. linked (PR) search possible. Search for multiple survey/ sub divisions or documents can be made and a single certificate can be issued.
  • Maintains a data directory of all possible types of transactions including the rates of stamp duty, registration fees  are worked out automatically
  • Maintains a data directory of all codes used in PEARL viz Districts Taluks, Villages, Desams, Sub Registrar  Offices etc.
  • Maintains Database complete in all respect about the document registered
  • Maintains details of Under-Valuation cases reported
  • Projection and achievement of revenue collection
  • Maintains Chitty registration and related records
  • Issues Marriage Certificates
  • Issues List Certificates
  • Automatic preparation of indexes, memo, various accounts, Registers, Surcharge duty statement, Revenue  collection statements, monthly statements and other reports
  • Maintains a log of modification/changes done in data. This helps to direct any tampering of data. This can be used  for periodic audits.
  • Missing document details either full or part can be listed at any time. This also can be used for periodic audits
  • In case of system failure, registration work done manually can be updated when the system becomes operational.  For this as integrated data entry screen is provided.
  • Reduces departmental workload and prevents loss and damage of documents
    Eliminates bounded volumes and facilitates electronic document retrieval
  • Providing three levels of security
  • Three typed of user level privileges profile


Hardware and Software Requirements
The following Hardware is required for the successful implementation of the PEARL project.
1. Certified Server machine for Windows NT-1 No
2. PCs- 2 Nos. (for offices having 2 SROs one additional PC may be provided)
3 CD Writer- 1 No
4. Scanner with ADF- 1 No
5. Laser Printer - 1 No
6. 132 col. Dot Matrix Printers 2 Nos.
7 Accessories link hub, connectors and cable for networking the above
8. 3KVA Online UPS with 2 hours backup using SMF battery.

Note: - A general list of items required is given above. However detailed specification may be given for procurement of Hardware. As the technology changes very fast and systems and components become obsolete in  short time, detailed configuration may be obtained from NIC before Hardware procurement.
The following software is required.

Windows '98 preloaded and in CD media for client PCs
