Achievements and Success Stories of the Department
Department of prisons, as everywhere in the country, is
a statutory department carrying out the functions of segregating
criminals from the society as per the orders of judicial
authority. The very aim such segregation is protection
of society through rehabilitation of the offender. Re –assimilation
of such an offender in society after his completing the
period of detention and the prevention of crimes have become
the principal goal of the criminal justice system. Then
efforts of the prison administration are for employing all
resources, human and material to provide scientific treatment
to every offender according to needs and circumstances.
In Kerala , Prison department is focusing its attention
and activities on achieving the declared goal of better
correctional administration in terms of principles laid
down in the Model Prison Manual and the recommendations
of various Commission and Committees. The correctional
theory of criminal jurisprudence postulates the programmes
of “Prevention of crime and treatment of Offenders”. As
such the activities of the prison Department are designed
to achieve the objectives of correction, reformation and
ultimate social reclamation of offenders of offenders by
preventing them from further crimes. The Travancore -
Cochin Jail Reforms Committee 1953-54 Headed by Justice
for R.Sankaranarayana Iyer, Retired Judge of Travancore
High Court made strong recommendations among other things
for the improvements of living conditions in Jails. Valuable
recommendations are also contained in the report of All
India Committee on Jail Reforms (1980) headed by Shri.
A.N. Mullah retired Judge. In December, 1993 a comprehensive
report was submitted by the Kerala Jail Reforms Committee
headed by Shri. A.P. Udayabhanu. This Committee has Submitted
recommendations for the improvement of living conditions
in prison, medical treatment etc. government have accepted
the recommendations in principle and decided to implement
the recommendations in a phased manner.
