Headquarters
Organisation
The Prison Headquarters is situated at Thiruvananthapuram
headed by the Inspector general of Prisons. Now this post
is substituted by Ex-Cadre post of Additional Director General
of police (Prisons). The Head of the Department is assisted
by one Deputy Inspector General of Prisons the following
officers are also there in the Prisons Headquarters.

Regional
Set – Up (Northern/Central/Southern) :
There
are two Regional Offices, one headed by Deputy Inspector
General of Prisons, at Kozhikode having supervision over
Northern Region and the other in Thrissur to supervise the
Central Region. The Deputy Inspector General of Prisons
at Headquarters is authorized to supervise the jails of
Southern Region, in addition to his duties in prisons headquarters
as D.I.G. (Headquarters).
Subordinate
Institutions :
(i)
Central Prisons - 3 Numbers
1. Thiruvananthapuram,
2.
Viyyur (Thrissur),
3.
Kannur.
(Note : Central Prison Viyyur is mainly for habitual offenders
even though others are also admitted.)
(ii).
Open Prisons - 2
1) Nettukaltheri in Thiruvananthapuram District.
This
institution is meant for along term first offenders (men)
who are well behaved and have satisfactorily completed at
least two years of imprisonment in closed prison.
2)Cheemeni in Kasargod District.
This
is a new institution proposed to be started on the same
lines as the Open Prison, Nettukaltheri. The office for
this Open Prison has started functioning in November , 2000
in 308.75 acres of land obtained by transfer from Kerala
State Plantation Corporation Limited. The buildings are
under construction. A Deputy Superintendent with three
subordinate staff have been posted at Cheemeni. On completion
of the building the institution will start functioning in
full swing.
(iii)
District Jails - 3
1.
Kozhikode.

Thiruvananthapuram. *
3.
Kollam. *
Prisoners sentenced up to six months are lodged in these
jails.
* These District Jails were sanctioned by Government
as per G.O
(M.S) No. 42/2000/Home dated 28-2-2000 by upgrading the
erstwhile
Sub Jails.
(iv)
Special Sub Jails - 5
1. Viyyur in Thrissur.
2.
Thalassery * in Kannur.
3.
Palakkad. *
4. Kottayam.

5. Alappuzha. *
The
Prisoners whose sentences are between one and three months
are usually accommodated in special Sub Jails.
* These Special Sub Jails were sanctioned by Government,
as per G.O.(MS)
No. 42/2ome dated 28-2-2000 by upgrading the erstwhile Sub
Jails.

Sub Jails - 26
The
Sub Jails are spread over in three Units comprising the
14 Districts in the state.
They are :

(vi)
Women Prison - 1
(
Neyyattinkara in Thiruvananthapuram District)
This
was established in the year 1989 (19-8-1989) and it is exclusively
for Women convicts , mostly long term prisoners.
(vii)
Borstal School for Boys and Girls - 1
(Thrikkakara in Ernakulam District)
The erstwhile Borstal School for boys, Kannur and the erstwhile
Borstal School for girls, Kozhikode were closed in the year
1995 and a new Borstal School for boys and girls was established
at Thrikkakara near the Civil Station situated at Kakkanad
in Ernakulam on 9-8-1995, for adolescents .
(viii)
State Institute of Correctional Administration - 1
(Thiruvananthapuram)
This
institute is intended to impart induction and in-service
training to Jail Personnel both executive and ministerial.
The State Institute of Correctional Administration is headed
by a Principal who is also a Jail officer in the rank of
a Central Prison Superintendent.
