Various studies have revealed that migration from Kerala
to foreign countries and to other parts of the country has
been one of the positive features of the Kerala Model of
development. The state's dynamic social and cultural development
in the past half a century and relative stagnation in its
productive sectors have created an ideal condition for acceleration
of migration from the state. As a result of this unique
phenomenon, Kerala has become virtually integrated with
the world economy. Kerala being a state wherefrom Lakhs
have migrated to the Persian Gulf, to Western Europe, the
United States of America and elsewhere has experienced both
the negative and positive influences of issue caused by
migration of native people to other parts of the world.
The inflow of foreign currency by way of remittances made
by Keralites working abroad has positively transformed the
economy of the state to a great extent. However, there have
been adverse social implications to this phenomenon. These,
being the two inseparable sides of the same coin cannot
be separated from each other. Thus when we judge these implications
by the virtue of the financial aspect along, we are rather
compelled to promote migration so as to attract inward remittances.
Studies have revealed that the NRI remittances to Kerala
still, are directed either to bank accounts, to purchase
property, ornaments or any other form of material wealth,
which usually to do not ensure any reasonable returns in
future. Therefore the issue of canalizing NRI remittances
in creative manner, which would ensure the development of
the State and safety and security of investment for the
non resident is a critical one.The lack of a single window
agency to redress the grievances of non resident Keralites
had been a major issue which had been left untangled. This
had been a major block in the communication between the
Government of Kerala and its expatriate community living
in the different corners of the word. The formation of the
department of Non resident
keralites'
Affairs (NORKA) in December 1996 was aimed at the strengthening
of relation between the NRKs and the Government of Kerala.
It was also an attempt at institutionalizing the administrative
framework.
The Make-up of the Department
The department of NORKA is headed by a secretary and assisted
by a Joint Secretary. The department consists two sections
(A&B). Each section officer has 3 assistants to push
up the work.
