The organisational structure of the Department
On
formation of the department in 1961, a full time controller
was appointed as head of the department. There are fourteen
revenue districts in the state and each district office
is controlled by an Assistant Controller. An Assistant Controller
is also posted at the Secondary Standard Laboratory at Kakkanad,
Ernakulam for the upkeep and maintenance and standardization
of standards and equipments. Recently seven more Assistant
Controllers were appointed for the Flying Squad Wing of
the department. One each at Thiruvananthapuram, Kollam,
Alappuzha, Ernakulam, Thrissur, Kozhikode and Kannur. There
are three Regional Deputy Controllers at three places viz
Thiruvananthapuram, Ernakulam, and Kozhikode. Southern Deputy
Controller is in charge of five districts viz Thiruvananthapuram,
Kollam, Pathanamthitta, Alappuzha and Kottayam. Central
Regional Deputy Controller is in charge of Ernakulam, Idukki,
Thrissur and Palakkad. The Regional Deputy Controller of
Kozhikode is in charge of Malappuram, Kozhikode,Wayanad,
Kannur and Kasargod.
The Office of the Controller of Legal Metrology
is located at Vikas Bhavan, Thiruvananthapuram. He is the
Head of the Department and looking after all the affairs
of the Department, statutory administrative and legal matters.
The main function of the Department is standardization of
weights, measures, weighing and measuring instruments used
in the state. Another important function is to detect offence
and bring the offenders before law. All the above functions
are ultimately aimed at the protection of consumers and
to promote economic growth, promote industry and to ensure
protection to the society in the field of life and property
through weights and measures.
At present at the Head Quarters, Controller
is assisted by an Administrative Officer, one Law Officer,
one Assistant Controller, one Senior Superintendent and
one Junior Superintendent and other competent administerial
staff.
Deputy Controller (Regional)
Each Deputy Controller is assisted by four ministerial staff,
one peon and a driver. His main duty is the monitoring of
his subordinates and give instructions for the smooth functioning
of the department.
Assistant Controller (District Level)
Each Assistant Controller is assisted by two ministerial
staff, one Inspecting Assistant, one Driver and two class
IV employees. The main duty of Assistant Controller is the
district level administration of the department and the
original verification of weights, measures, weighing and
measuring instruments and the re-verification of Dispensing
pumps and tanker lorries.
Assistant Controller (Flying Squad)
Each Assistant Controller of Flying Squads have the jurisdiction
of one to three Districts. The main function of the flying
squad Assistant Controller is to take remedial action on
the complaints received from the consumers on weights and
measures and detect offences. He is assisted by an Inspector,
an Inspecting Assistant and a driver.
Assistant Controller (Central Lab)
The main function of the Assistant Controller of Secondary
Standard Laboratory is the upkeep, maintenance and standardisation
of working standards. The other main function is the model
approval of weights, measures, weighing and measuring instruments.
He is assisted by a Technical Assistant.
Senior Inspectors (District Head Quarter
Taluk)
There is a Senior Inspector in
each District Head Quarters Taluks. The main function of
the senior inspector is reverification of weights, measures,
weighing and measuring instruments and conduct inspections
in the business premises and find malpractices and take
legal actions against the offenders. He is assisted by an
Inspecting Assistant and a peon.
Senior Inspector(Autorickshaw)(In Corporation only)
There is a Senior Inspector in every corporations for the
reverification of auto rickshaw fare meters.
Senior Inspector(Vehicle Tank)
There is a Senior Inspector in Ernakulam for the reverification
of vehicle tanks. His office is housed in the Legal Metrology
Bhavan at Kakkanad, Ernakulam.
Inspectors (Taluk level)
Each Inspector at Taluk level is in charge
of re-verification of weights, measures, weighing and measuring
instruments and conduct inspections in the business premises
and find malpractices and take legal actions against the
offenders. He is assisted by an Inspecting Assistant and
a peon.
Inspector(Vertical Storage Tank)
There is two Inspectors for the reverification of Vertical
Storage Tank with head quarters at Ernakulam, the Industrial
city of Kerala.
Inspector(Water Meter)
An Inspector is deputed exclusively for the verification
of Water Meter at Ernakulam, because the only one water
meter manufacturing company is located at Ernakulam.
