The Kerala State Housing Board
The Organisation
The
Kerala State Housing Board was established on 1971 to provide
for the organized direction and planning in the preparation
and execution of housing and improvement schemes in the
State.
Objectives
The
primary objective of the Board is to formulate and implement
various housing construction schemes as well as housing
loan schemes for catering the housing needs of public belonging
to various income groups viz. Economic weaker sections,
low income group, middle income group and high income group.
In addition to this, general improvement schemes (like commercial
cum office complex), government directed schemes (like Rental
Housing Schemes, slum improvement schemes, housing complexes
for EWS, Rehabilitation Housing Scheme, Revenue Towers etc.)
And deposit work (ie. Taking construction of work of other
agencies) also forms part of activities of the Board.
During
May 1980 the Kerala State Housing Board launched an Advance
Registration Scheme in cities, municipal towns and other
selected urban centers of the State for enabling the public
to register their names in advance for house plots/plots
with building/flats (apartments) by depositing advance amounts
prescribed for each category and there by to enable the
Board to assess the demand in each centre and to formulate
housing schemes by acquiring land in bulk. There was
appreciable demand for this scheme from the public and a
large number of persons had registered their names.
While launching the scheme, the anticipation of the Board
was that the Board would be able to mobilise necessary funds
and acquire the required land within a reasonable period
so as to enable the Board to satisfy the demands of the
registrants within a period of three years. Later the
Board reviewed in detail the progress in the implementation
of the Advance Registration Scheme and arrived at a conclusion
that the Advance Registration Scheme as such may not be
continued except in the case of centers here the registration
has been restarted. It was also decided that in lieu
of the present Advance Registration Scheme, a new Registration
Scheme may be started in centers where there are appreciable
demands for houses. The allotment of plots/plots with
houses/flats under the New Registration Schemes will be
made as per the guidelines detailed below.
