bore weapons for All India Operations, regarding:-
The
amendments made to the Arms Rules 1962 envisages as
follows.
(i)
The District Magistrate can grant license valid for
the District/part of the district under his jurisdiction
as also whole of the state of any special part thereof:
(ii)
The District Magistrate can review licenses of non-prohibited
bore weapons valid for district/state r a; India.
(iii)
The State Government/UT Administration can grant the
license for all India of any par thereof.

Menace of dazzling head lights of motor vehicles instructions
regarding:
It
is a fact that the menace of dazzling headlights causes
much inconveniences to the drivers as well as pedestrians
travelling in opposite direction. All Superintendents
of Police/Commissioner of Police are instructed to
give strict instruction to the sub divisional officers
to take stern action against the erring drivers.

Measure to reduce Road accidents – decisions taken
by the empowered committee – implementation – regarding
It
is decided that non-uniformed checking officers locate
vehicles, which are violating traffic safety and transmit
the information over wireless set to uniformed police
party, which are located in other parts of the town.
This is termed ghost patrolling (Generalized Hidden
Operation for Safety of Traffic). The uniformed party
will stop the vehicles, which are identified by the
GHOST patrol party and collects fines or charge cases
as required.

Crime Stopper Calls- Introducing the system in all
District regarding.
Any
citizen coming to know of the design of anybody to
commit a crime/or having information that a crime
is being committed/or having information that awaited
criminal is at large/or having any other information
which is of use to police from the Law and Order points
of view including information on extremists lists
and terrorist etc may inform the matter to police
by dialing 1090. The caller need not reveal his name
and address. The system work round the clock.

Atrocities against women-role of women cell-regarding
It
was decided to setup Women Cell in the districts and
detailed instruction were issued to ensure prompt
and proper attention to cases and allegations of atrocities
against women. The duty of the women cell among other
things involve monitoring of all cases of atrocities
against women registered in the district till the
disposal; of the cases. Women cell should take particular
not of all serious cases like rape, offences under
section 498(A), 304(B) IPC etc.

Video piracy- Copy Right Act-Action regarding:-
In
every district a cell under DySP Crime Detachment
will function to co-ordinate the action of police
station with regard to view piracy. The cell shall
prepare every month a report to be given to Assistant
Inspector General of Police [AIG (PG)] with regard
to the number of raids conducted in the districts,
including cases registered with particulars of films.

The
cell so formed at Kochi city shall function as the
coordinating cell for the whole state.

Unauthorized imparting of physical training conducted
by various organizations, institutions regarding:
It
is noticed that various organizations are imparting
physical training to their workers without obtaining
prior permission as contemplated under section 184
of Kerala Police Act and Kerala Police [Regulation
and Physical Training] Rules 2000.
The
following instructions are issued:
1.
The concerned Circle Inspector are competent to issue
permit for imparting training in physical activity
involving methods of attack or self defense.
2.
A Trainee Register should be kept at the centre along
with dull details of the trainees along wit photographs

Elector’s Photo Identity Card (EPIC) – loss Issue
of verification Certificate, reg:
1.
The complaint of loss of EPIC may be given at the
police station having jurisdiction personally by the
elector who has lost the epic.
2.
On receipt of the complaint of loss of EPIC, then
SHO shall cause due enquiries to be made and issue
a verification report under acknowledgement in the
register certifying that as far as he could understand
from his enquiry the EPIC has been lost (or has not
been lost) under the circumstances reported by the
elector. The verification certificate shall be given
to the elector within 72 hours of submission of report
of loss, unless there are special reasons. An undertaking
shall be obtained from the elector in the Register
that the original shall be returned to the competent
authority under intimation to the SHO in case the
original is subsequently found.

Act-further instructions reg:
Wherever
an offence reported is of such a nature as to attract
the provisions of SC/ST Prevention of Atrocities Act
and at least one of the persons against whom the offence
is allegedly committed is a member of SC/ST community
should be registered under the appropriate sections
of SCV/ST Prevention of Atrocities Act and accused
belonging to SC/ST community my be proceeded against
under the relevant provisions of IPC.

to a lot of inconvenience, due to loud playing of
music in stage carriers and taxi vehicles in violation
of the legal provisions. this is likely to cause
accidents.

“No public Service vehicle other than a contract
carriage shall be installed with any audio-visual
devices” section 289 of Kerala Motor Vehicle Rule
1989.

Highway Police-introduction-issued
For
effective policing on the Highway it is now decided
to introduce a system called Highway Police.
1.
A strength of one Sub Inspector, 3 Police constables
and one driver will patrol on the highway in a Toyota
Qualis vehicles round the clock in each sector.
2.
Special items of uniform such as reflective jackets
etc will be provided to the personnel of the Highway
police.
3.
The duties of the Highway Police will primarily be
traffic enforcement with a view to avoid road accidents
and bring relief to victims of accidents. They will
also attend to prevention, detection of other offences,
usually occurring along the Highways.

Establishment of Special Juvenile Police Units in
the Districts-reg.
Special
Juvenile Police units are created in the Police district
with the following members.

Crime Detachment – Officer in charge

Women CI-member
- One
SDI of the District Special Branch
- SHOs
of all the Police station in the district.
The
objective of special Juvenile Police Units is to co-ordinate
and to upgrade the police treatment of the juvenile
and the children.

Traffic checking by police officers, instructions-issued-reg.
1.
At a time only one vehicle should be stopped. That
is vehicles should not be stopped so a to from queue.
2.
The checking officer shall go to the vehicle for checking.
3.

the wake of the recent deterioration in the global
security may countries now insist on a Police Clearance
Certificate Board on recent information with the Police
authorities, which should not be more than six months
old. It has also been proposed to accept a police
clearance certificate by Superintendent of Police
in specific format.

Anti-Corruption – Awareness – Programme Implementation

In
every district, DySP Special Branch will work as Vigilance
Officers. Any citizens having compliant of corruption
against any officer of and below the rank of DySP
may complain to the Vigilance officer of the district,
if the complaint is against any officer above the
rank o DySP, it may be addressed to the Inspector
General, of Police (Headquarters). The contact telephone

caller by saying “Namaskaram” and his/her name, rank

call should be revealed to the caller before enquiring
the caller’s identity and other things.
