KERALA POLICE HOUSING AND CONSTRUCTION
CORPORATION LIMITED

Introduction

          The Corporation was incorporated on 2nd July 1990 (Registration No. 09-05732 of 1990). The authorised Share Capital of the Corporation is RS 10,00,00,000 (Rupees Ten crores) divided in to 100000 (one lakh) equity shares of RS 1000 (Rupees Thousand) each. The paid up share capital of the Corporation as on date is RS 6,03,00,000 (Rupees Six crores and three lakhs). The shares are fully owned by the Government of Kerala. The registered office of the Company is situated at Wheel House, TC.24/239, Thycaud, Thiruvananthapuram.

Objectives
          
           The Corporation was established to acquire land with or without buildings, undertake construction and maintenance of houses, offices or other buildings and let out on rent, lease or any other arrangement and on such terms and conditions as may be agreed, for housing the personnel of the Police, Vigilance, Fire Force, and Prison Departments of the Government of Kerala or for use as offices, Police Stations, Training Institute, Forensic Science Laboratory, Barracks and stores etc. of the said departments.

Mode of operation

           Home Department is the administrative department of the Corporation. The Government provides 25% of the cost of the projects as loan to the Corporation in the budget under the 'Plan' Head. The balance 75% is taken as loan from financial institutions on Government Guarantee basis. The Government provide funds under Non Plan for the repayment of the loan and interest to the financial institutions.

          The Corporation is working on no profit no loss basis. The expenditure incurred for establishment and other overheads are allocated to the projects and transferred to the Government against the funds given to the Corporation by the Government as loan.

Programmes
The present ratio of Police accommodation available to the total strength of the Police Force in Kerala is very low. Housing accommodation has to be provided to the staff of different police stations and other units, as far as possible, near to the Police Stations and other units where they are posted. Construction of office buildings has also to be done.

Achievements
The Corporation has successfully completed the following projects:
a) 863 Police quarters for PC/HC in various locations in the state and a Community Centre in     Thiruvananthapuram.
b) 8 Nos. of Senior Police Officers Quarters at Bhakthivilasam.
c) 31 Police stations including Traffic Police Stations.
d) Finger Print Bureau Building at Pattom.
e) Barracks at Kannur.
f) Repeater station at Kudayathoor

The following are the works which are in progress
a) Construction of Police Academy at Thrissur at a cost of Rs.2200 lakhs is fast progressing.
b) The construction of KAP III Battalion Head Quarters at Adoor at a cost of Rs.1038 lakhs is nearing completion.
c) The construction of the Police Head Quarters Complex at Thiruvananthapuram at a cost of Rs.550/-lakhs has
just started.
d) The construction of 184 Police Quarters and 2 Police Stations under the X Finance Commission Award is nearing completion.
e) The construction of Vigilance and Anti-Corruption Bureau at Thiruvananthapuram at a cost of Rs. 129 lakhs is progressing.

The construction of flats and office buildings under the Modernization of Police Force and under the XI Finance Commission Award is also entrusted to the Corporation.
