R D E R
Government are pleased to issue the following orders regarding
the admission procedures and fee structure applicable to
Self-financing Engineering Colleges in the State for the
year 2003-04.
(1) In CMP No. 20004/2003 in O.P.No. 11604/03,
the Hon. High Court of Kerala had ordered on 7th
April, 2003that the 17 petitioner Self-financing Engineering
Colleges will be allowed to admit students based in the
allocation under the prospectus issued by the State Government
The O.P.was filed challenging the interim policy regulations
issued by the AAICTE as per which the management quota is
fixed as15%. Considering this, Government are pleased to
order that 50%of the total seats available in the Self-financing
Engineering Colleges will be treated as management seats.
Admissions to the management seats will be accordance with
the interim policy regulations No. F. 37-3/Legal (v) 2003
issued by the AICTE.
(2) 50% of the total seats available in
the Engineering Colleges governed by the IHRD, LBS Centre,
KSRTC, CAPE and CCE are also set apart as management quota.
Admissions to these seats will be made by the institutions
from eligible applicants based on the rank in the rank list
prepared by the commissioner for Entrance Examinations.
(3) In order to avoid the delay in counseling
and consequent commencement of classes, admissions to the
seats in the Government Self-financing Engineering Colleges
would be limited to one round of subject to the following
conditions.
(i)
Students allotted to a Self-financing Engineering College
may file option both before the CEE and the college for
transfer to branches in the same college. If there are
vacancies arising in the Government seats in the other branches
inn that college, the college shall allow the transfer based
on the rank of the candidates and the option.
(ii)
Students allotted to self-financing colleges will not be
allowed to opt for admission to another self-financing college;
however they may opt for admission to Government/Aided Engineering
colleges or for other courses.
(iii)
Students admitted to one Self-financing Engineering College
and subsequently re-allocated by CEE to another institution
shall not be charged any fees before relieving him to join
the new institution.
(iv)
Subsequent vacancies may be filled up by the managements
strictly based on the rank of the applicants in he Entrance
Examination conducted by the Commissioner for Entrance Examination.
(4) The standing Committee for fixation
of fees in Professional Colleges has recommended an annual
tuition fee of Rs. 36,000/- with freedom to the institutions
to fix lower rates. The fees recommended are at the following
rates.

Government
are pleased to approve the above rates of fee. No development
fee shall be charged over and above this. Institutions
proposing to charge lower rates of fee may intimate the
same to the commissioner for Entrance Examinations before31st
May 2003. The rates of charges towards PTA fund and Hostel
may also be intimated to the CEE before 31st
May 2003.
(5) Self-financing colleges are also allowed
to collect an interest fee refundable deposits not exceeding
Rs. 1,00,000/- from the students admitted to the management
quota. The institutions may also choose no to collect the
interest free deposits.
(6) Only candidates possessing the minimum
marks prescribed in the prospectus shall be admitted both
in the Government seats and in management seats. If there
are vacancies after admitting all the eligible candidates
with rank in the Entrance Examinations, these vacancies
may be filled up from relaxation in marks or in other eligibility
conditions.
(7) The students in the second and subsequent
years of the course will be governed by the fee structure
made applicable to them at the time of admission and the
current revision of fees shall not apply top them.
(8) The self-financing colleges shall
consider the granting of free ships and scholarship to students
from the financially weaker sections who are not eligible
for assistance from government.
(9) Government shall be arranging inspections
to ensure that the various instructions in the matter of
admissions and collection of fee are complied with by the
institutions.
