POPULATION POLICY FOR KERALA

VISION STATEMENT

Kerala’s population policy should be an integral part of Kerala’s development strategies - that of achieving sustainable socio-economic and environmental development; ensuring social justice and eradicating poverty; sustainable social development should expand people’s choices. The role of Government is the creation of an enabling environment, for people to enjoy long, healthy and creative lives. The objective is to attain high quality life for all citizens of the state.

A major goal of the policy should be the provision of a broad range of services to improve the quality of life of the entire population and not just demographic goals. It should ensure the reduction of gender discrimination and empowerment of women.



KERALA DEMOGRAPHIC AND HEALTH GOALS FOR 2010
1   Maintain the population growth rate at 0.7 percent per annum.
2   Maintain the TFR at the level of 1.5 per woman.
3   Bring down the maternal mortality from the current rate of 87  to 60 per 100,000
4   Antenatal registration should be universal and institutional deliveries should be 100%.

5   Reduce the stillbirth from 9 per thousand to 7 per 1000 live births.

6   Reduce the one-week mortality from 11 to 8 per 1000 live births.
7   Reduce the proportion of caesarean section to 20 from the current level of 29 per 100 deliveries
8   Decrease the low birth weight babies (<2500 g) to 10 percent from the current rate of       18 percent.

9   Reduce anaemia among women  (15 to 49 Years) to less than 10%.

10    Reduce Anaemia among Children (<3 years) to less than 20% from 44%

11    Eliminate child marriages (below 18) for girls

12    To reduce the abortion rate in Kerala to half from the current levels.

13   To bring down the Unmet need for contraception from 11% to less than 5%

14    To improve the male sterilisation rate from the current level of 5% to at least 15%

15    All health care service providers (labs and institutions) should be registered under appropriate         authority.

16    Achieve 100 percent registration of births, deaths, and marriages and  publish the information         in a priority basis.

17    Establish adolescent friendly services at health facilities.

18    From current level to at least 50 % Adolescents in Kerala to have access to Adolescent Care, Counselling, Empowerment and Support Services (ACCESS).

19    To achieve HDI of Marginalised groups at par with DI HDIthat of general  population

20    Aim at reducing suicide rate of 31 per 100,000 population to 25.

21    Reducing gender based violence from above 30% to less than 15 %.

22    Establish appropriate Geriatric care services at all health and other social service sectors.

23    Reduce the prevalence rate of disability from 10% to 7%

24    Mandatory Premarital counselling with provision for HIV counselling.
