Blood Safety
Objectives
The
major objective of the Blood
Safety Programme is to ensure easily accessible, adequate
supplies of safe and quality blood and blood components
for all irrespective of economic or social status. This
objective translate into the following responses for which
necessary steps were initiated in right earnest.
To
ensure organized blood banking services at the State / district
level,
To educate and motivate people about blood voluntary donation
voluntarily; and
To enforce quality control of blood.
The Strategic Plan
In
order to achieve the goal a strategic plan was prepared
on the basis of the National Policy framework on blood transfusion
services recommended by the Central Council of Health and
Family Welfare. The strategic plan under NACO lay down the
following strategies.
- Strengthening
the National Blood Transfusion services
- Ensuring
an adequate supply of blood to all blood centers
- Ensuring
safety of blood product
- Developing
facilities for the production of component
- Developing
and strengthening facilities for plasma fractionation.
- Strengthening
quality control of blood and blood products.
- Undertaking
research on blood transfusion services operations to improve
safety, efficacy and supply.
Kerala
Scenario
A
State Blood Transfusion Council has been formed and registered
under the Charitable Societies Act for the efficient supervision
of blood banking in the state as per the direction of the
Supreme Court. All unlicensed blood banks in the state have
been closed down and the system of professional donors supplying
blood to blood banks has been done away with. 107 blood
banks including 30 government blood banks have been modernized
and licensed. In all blood banks, the following tests have
been made compulsory, HIV, HBsAg, VDRL and the test for
Malaria. The Kerala State AIDS Control Society (KSACS) is
supplying equipment, blood bags, test kits and other consumables
to government blood banks free of charge. Hepatitis C test
kits will be provided from this year. All the blood bank
medical officers and technicians are given training and
technicians are also provided to ensure 24 hour service.
Blood
Component Separation Units are being established at the
Medical Colleges of Thiruvananthapuram, Kottayam and Kozhikode
and Thrissur. The IMA Blood Bank, Cochin has already started
a component separation unit with the help of KSACS. Doctors
are given training in the rational use of blood to minimize
improper use of blood. In order to obtain good quality blood,
blood donor forum have been started which are attached to
blood banks. Counselors will be appointed in future to blood
banks to ensure that only donors, who have no risk factors,
donate.

TRAINING
The
overall objective of the training programming is to impart
knowledge and develop skill in health care providers in
order to prevent HIV/AIDS epidemic from speeding further
to reduce the impact of epidemic not only upon the infected
persons but upon the health and socioeconomic status of
the general population at all levels.
The specific objectives are :
1.To
make the health workers capable to promote better understanding
of HIV infection among the people at large, to generate
awareness about the nature of its transmission and to
adopt safe behavioral practices to prevent the diseases
from spreading.
2.To
enable them to provide adequate and equitable provision
of heath care to HIV- infective people and to draw attention
to the compelling public health rationale for overcoming
stigmatization and discrimination against them in the
society.
3.To
enable them to to identify community based organization
like Mahila sangh, youth club, panchayath and other partners
and to mobilize their support in prevention of spread
of HIV/AIDS in the community.
4.To
enable them to seek community participation in implementing
the various components of atonal AIDS Control programme
at each level.
5.
To enable them to provide proper health care at homes
and support to people living with HIV/AIDS (PLWA)
7.To
know the common STD prevalent in the community and to
understand the relationship between HIV/AIDS and STD/RTIs
and to facilitate early diagnosis and prompt treatment
off RTI/STIs.
8.T
understand the meaning of opportunistic infections and
co-infection between HIV/AID & Mycobacterium tuberculosis.
