The
Department has statutory functions under the Kerala Co-operative
Societies Act 1969 and the Milk Products Order 1992 issued
by the Government of India under the Essential Commodities
Act besides developmental programmes. There are 3138 Primary
Dairy Co-operatives (as on 31-03-2002), 3 Regional Unions
and I Apex Federation (Commonly known as Milma) under the
Administrative supervision of this department. 18 Dairies
registered under the MMPO is being monitored by the department.
The department is the nodal agency for Fodder Development
and Rural Dairy Extension. Financial assistance is extended
to dairy co-operatives in addition to technical advice.
The dairy farmers, housewives, dairy co-operators and dairy
co-operative employees are imparted training in different
aspects at the Dairy Training Centres of the department.

Fodder Production
The
objective of the scheme is to assist Dairy Farmers to take
up cultivation perennial fodder as inter crop in coconut
garden and to take up cultivation of annual fodder crops
and catch crop in paddy fields. The Scheme also promotes
the planting of fodder trees, which will yield nutritious
green matter for cattle feeding.
Eligibility: -
(1) Persons who own cattle will be selected.
(2) Persons should have land for fodder
cultivation.
(3) Persons should have perennial irrigation
facilities .
(4) He should have membership in Dairy
Co-operative Societies.
(5) Members of self help groups and NGO’s
doing business in Dairies.
Selection of beneficiaries will be done by Dairy Co-operative
Societies, Block Panchayat and Dairy Extension Officer of
that area.
The
seeds/slips etc. will be supplied to the selected farmers
free of cost. Cultivation assistance of Rs.5000/- per hectare
for perennial crops and Rs.1500/- per hectare for Annual
crops will be given to the farmers.
Dairy
Farmers Contact Programme
The
objectives of this scheme are :-
(1) To assemble dairy farmers and convey
the modern scientific knowledge in Dairy Cattle Management
(2) To get feed back from the farmers so
as to get enough relevant materials for policy and programme
formulation.
(3) To promote interaction among dairy
farmers.
In
a farmers contact programme, a group of 30 farmers will
be assembled together. Study classes will be taken for these
farmers by the officers of the Dairy Development Department.
Modern scientific methods in cattle rearing fodder cultivation
and importance of milk hygiene and clean milk production
will be discussed in the class. The farmers will be given
light refreshment during the programme. An amount of Rs.
200/- is provided for meeting the expenditure of farmers
contact programme.
The Department will assist 25 % of the total cost or Rs.
37,500/- whichever is less. This amount will be credited
to his loan account. The assistance will be released after
completing the cultivation of fodder, shed construction,
remittance of insurance premium and purchase of milking
machine.
An agreement will be obtained from the farmer to ensure
that the objectives of the scheme is achieved
District
Level Cattle Show And Seminars
The main objectives of the scheme are :-
1. To provide a forum for the dairy farmers
to present their professional problems and seek redressal
for it collectively.
2. Exchange of information for motivation
of better cattle management.
3. Exchange of information and promoting
growth of Dairy Co-operative Sector.
The scheme envisages to organize a programme where representatives
of the Dairy co-operatives in the district and the Dairy
Farmers are brought together for purposeful dialogue. Information
exchange will be achieved by conducting group discussions,
Dairy Quiz, Cattle Shows, Fodder Exhibitions, various competitions,
etc. The dairy farmers will be honoured for their expertise
as demonstrated by the quality of the animals and fodder
crops maintained by them. The Dairy Co-operative Societies
which show extraordinary performance will be honored. A
minimum number of 750 farmers will participate in this program.,
The prize will be arranged by mobilizing sponsorship by
the business community. Every year 14 such programs will
be arranged through out the state. One third of this expenditure
or RS 12,000/- which ever is less will be met by this department.
Assistance
to set up Model Commercial Dairy Farm Units
The objective of the scheme is to encourage farmers who
have the necessary infrastructure and aptitude to set up
a Commercial Dairy Farm Unit consisting of 5 cows which
will be a model for other farmers. It is also perceived
that this model farmer will be a guide to other farmers
in Dairy Farming.
Eligibility :-
The farmer to be selected should possess sufficient land
of which 50 cents of land suitable for cultivating fodder
with perennial source of irrigation can be set apart to
cultivate Fodder. He should not be a defaulter in bank and
eligible to avail bank loan. He should be willing to permit
other farmers in the area to visit his farm. The farm should
run on scientific lines adopting modern technologies in
management and feeding as directed by the department officers.
The beneficiary will be selected from among the applicants
by the district officer of this Department.
The selected beneficiary should cultivate fodder in at least
50 cents of land at the first instance. He should construct
a cattle shed suitable to house at least 5 cows. He should
also construct suitable pit, tower for treating straw. The
cost involvement of the activity comes to Rs.1, 50,000/-
Milk
Collection Room And Godown Building
The objective of the scheme is to assist the Diary Co-operative
societies registered under Diary Development Department
to construct suitable building to house its administrative
office, milk collection room and Godown to store feeds and
fodder.
Total construction cost is estimated as more than RS 3 lakhs.
25% of the total cost on RS 75, 000/- which ever is less
may be paid as assistance to the society.
Eligibility :-
1. The society should have handled an average
of 400 litre milk per day during the previous financial
year.
2. It should have been following quality
pricing scheme at least for 2 financial years previous to
the date of application.
3. The society should have cleared all
pending audit objections brought to its notice as on date
of application. The society should have paid up all the
audit fee due to Government.
4. The society should have been working
on profit for 3 successive years proceeding the date of
application.
5. The society should have sufficient funds
earmarked for construction of building.
6. The society should own the land required
for building construction without any encumbrances.
7. The society should undertake to follow
all directions of the department in its working.
8. Application for eligible societies should
be accompanied by the approved plan of the building and
its estimate.
9. The application should be recommended
by the Diary Extension Officer of the area.
10. The District Officer / Deputy Director
Dairy Development Department will sanction the assistance
after obtaining all the documents along with the application.
11. 50% of the assistance amount will be
released on the completion of the construction up to roof
level and the balance will be released after the entire
construction.
12. The society should obtain completion
certificate for claims from a Government Engineer not below
the rank of Assistant Executive Engineer.
Purchase of Computer
Main object of the project is to: -
1. To keep accounts accurate and update
in the milk co-operatives.
2. To avoid malpractice, misappropriation
etc. in the milk co-operatives.
3. To make audit easier and effective.
4. To save time and money of the producer
members.
Eligibility:
-
1. Milk Co-operative Society should be
collecting an average of 1000 litre of milk per day.
2. Milk Co-operative society should have
a paid secretary.
3. The society should clean all the pending
audit objections brought to its notice on date of application.
4. The society should have paid up all
the audit fees due to government.
5. The application from society should
be duly recommended by the Dairy Extension Officer of that
area.
6. The application form should be processed
by the Deputy Director of Dairy Development Department.
The installation of a computer, printer and connected peripherals
is estimated to cost RS 75,000/- approximately. An amount
of RS 37, 500/- or 50% of total cost of establishing the
computer is paid as assistance to co-operative society.
Purchase
of Fully Automatic Milk Packing Machines
The objective of the scheme is to assist the Primary Dairy
Co-operative Societies registered under Dairy Development
Department for promoting rural marketing of milk.
Total estimated cost of this come about RS 5 lakhs 50% assistance
on Rs.2.5 lakhs should be provided for the purchase of the
equipment.
Eligibility :-
1. The society should possess a milk cooler
of, at least, thousand litres capacity.
2. The society should be able to sell at
least 30% of the milk procured by its locally.
3. The society should be running on profit
during the proceeding 3 years from the date of application
for assistance.
4. The society should be collecting at
least 2000 LPD. The averages of the proceeding 2 years will
be taken into account for arriving this figure.
5. The quality of the milk collected by
the society should be satisfactory. The pooled sample of
milk, which is kept apart for local sale, should confirm
to the standards prescribed under PFA Act. The society should
be adopting quality pricing scheme and willing to abide
by all instructions and guidelines issued by the officers
of the Dairy Development Department.
6. The District Officer will process the
application from eligible societies duly recommended by
the Extension Officer.
7. The society should have cleared all
pending audit objection brought to its notice on date of
application.
8. The society should have paid up all
the audit fees-due to government.
9. The District Officer / Deputy Director
of Dairy Development Department will sanction the subsidy
after verifying all the records.
The
Purchase of Generator
The objective of the scheme is to assist the Dairy Co-operatives.
to purchase Diesel Generator sets so as to run the milk
cooling and other such equipment during the periods of power
failure, voltage depression etc., so that spoilage of milk
and products does not occur.
The rate of assistance will be RS 30, 000/- per generator
or 1/3 rd cost of the equipment whichever is less.
Eligibility:-
1. The society should possess a milk cooler
/ Ice cream freezer / Deep freezer at the time of applying
for the assistance.
2. The usage of the equipment should have
been optimal, as can be verified from records.
3. The Dairy Co-operatives. should have
obtained permission / License and such other statutory requirements
from the competent authority, if any, required for commissioning
the generator.
4. The Dairy Co-operatives. Should resolve
by a board resolution
a. to apply for assistance under the scheme.
b. to undertake purchase of the equipment
as per rules and as per the direction of the District Officer
of this department.
c. To maintain the equipment in good working
condition and as per the directions of the Diary Development
Department.
d. To pay back to Government with penal
interest the amount of subsidy in case it is found that
the Dairy Cooperatives. does not adhere to the instructions
issued by the District Officer of the department regarding
the usage of the equipment.
5. The application should be recommended
by the Dairy Extension Officer of that area.
6. The District Officer/Deputy Director
of the Dairy Development Department will be the sanctioning
authority of the subsidy portion.
Purchase of Milk Cooler
The main object of the project is to help the milk cooperative
societies of rural areas registered under Dairy Development
to keep the milk fresh and clean for a long period and for
economical transport to the dairies which are situated at
cities.
Total assistance to cooperative societies under the scheme
will be limited to Rs.3 lakhs or 1/3rd of the total cost
of the machinery, land and building.
Eligibility:-
1. The Dairy Co-operative Society should
be located in a place which is more than 10 KMs away from
the main milk route of the concerned Regional Union.
2. The Dairy Co-operatives. society should
be functioning in an area, which has good potential for
milk production.
3. The society should collect at least
1000 Liters milk / day.
4. The society should have cleared all
pending audit objections brought to its notice on date of
application.
5. Society should have paid up all the
audit fees due to Government.
6. The application from the Dairy Co-operative
Society should be recommended by the Dairy Extension Officer
of that area.
7. The District Officer / Deputy Director
of Dairy Development Department will sanction the subsidy
after certifying all records.
Improving Facilitates for
Processing of Milk and Marketing
The object of the scheme is to assist selected Primary Dairy
Cooperative Societies registered under the Dairy Development
Department in the state to set up pasteurization plants
so as to meet the demand of milk and complete with the private
agencies. Direct selling in market will fetch a higher price,
which can be channelised, to the production.
Total cost of this project is estimated to be RS 45 lakhs.
1/3 rd of the total cost (i.e.. Building, land machinery
etc.) on RS 15 lakhs whichever is less is paid as assistance
to the society.
Eligibility:-
1. The society should be handling an average
of 7000 litres of milk per day. Average means the average
of the milk handled during the past 12 months as on the
date of application.
2. The society should have rectified all
audit objections found in the audit of the society by the
Registrar of Co-operative Societies (up to the latest available
audit report).
3. The audit fee should have been paid
up and there should be no arrears.
4. The society should have been working on profit at least
for the past five years as on date of application.
5. The application should be accompanied
by estimate, finance source etc., and also proposal regarding
the land which is intended to be purchased and the building
plan duly approved by an officer not below the rank of an
Assistance Engineer in Government.
6. The society should have been practising
quality pricing scheme and the average quality of incoming
milk should be 4% fat and 8.2 SNF or above, consisting for
the past one year.
7. The society should abide by the directions
issued by Dairy Development Department regarding the staff
pattern, quality of milk, qualification of personnel to
be employed in dairy plant, etc.
8. The society should restrict the milk
collecting to its area of operation.
9. The assistance will be given only for
the purchase of machinery
10. The subsidy portion will be 1/3 of
the total cost of machinery including erection charge or
Rs.15 lakhs whichever is lower.
11. The subsidy amount will be released
only after the erection of the plant and successful trail
runs.
12. The application should be recommended
by the Dairy Extension Officer of that area.
13. The amount will be drawn by the Deputy
Director of Dairy Development of the respective district.
After satisfying himself that the purchase of equipment
were done by adopting standard procedure and that the qualities
of equipment purchased are satisfactory, the assistance
will be released.
14. The society should agree that is shall
be lawful for the Government to recover the entire subsidy
with interest, if the society commits any or all the following
commission and Commission.
(a) The subsidy is not utilized for the
purchase for which it is sanctioned.
(b) The machinery and other equipment installed under the
scheme are not in accordance with standard specification
and outside the approved list.
(c) The society fails to commission the
plant within a period of 9 months from the date of giving
the subsidy.
Automatic Milk Collection
Unit
The main objective of the scheme is:
1. To pay exact value per ltr. of milk
delivered by the farmers.
2. To make milk collection clean and easy.
3. To make clear account of milk collected
and value paid.
An amount of RS 80,000/- or 50% of the total value of the
equipment whichever is less is paid as assistance to the
Milk Cooperative Societies.
Eligibility: -
1. The society should collect minimum 1000
litres milk per day.
2. The society should have a paid secretary,
collector and tester.
3. The society should clear all pending
audit objections brought to the notice on date of application.
4. The society should have paid up all
the audit fees due to Government.
5. The application form should be duly
certified by the Dairy Extension Officer of that area.
Purchase of Cream Separator
The main objectives of the scheme are:-
1. To assist selected Dairy Co-operatives.
for the purchase of power driven cream separator, so that
the society is able to manufacture value added milk products
and handles surplus milk.
2. To popularize manufacture of Ice creams.
3. To popularize production of curd.
For the purchase of power driven
cream separator an amount of RS 10000/- or 1/3 rd of the
total value of cream separator whichever is less is paid
as assistance.
Eligibility:-
1. The average daily milk production taken as the average
of the preceding 6 months as on date of application for
the benefit under this scheme should be 200 litres.
2.
The society should have enough founds of its own or assurance
of assistance from financial
institutions to meet the cost of cream separator as on the
date of application. The own fund if available should be
reserved for the purchase so that the transaction is completed
without delay.
3. The Board of the Dairy Co-operatives.
should resolve:
a. to apply for benefit under the scheme.
b. to purchase the cream separator adopting
the normal purchase procedure applicable.
c. to payback the subsidy amount along
with penal interest to the Government if it is found that
the cream separator is misused, damaged willfully, or by
negligence or sold out within 10 years of its purchase.
d. to effectively carry out any repairs
and / or replace parts necessary to keep the equipment operational
at all times.
e. To permit the Dairy Extension Officer
of the area to monitor the purchase formalities and to abide
by his instructions, to ensure purchase of cost and quality
effective cream separator.
4. The society should clear all the pending
audit objections brought to its notice on date of application.
5. The Society should have paid up all
the audit fees due to government.
6. The application form should be duly
recommended by the Dairy Extension Officer of that area.
