NATIONAL CO-OPERATIVE DEVELOPMENT CORPORATION(NCDC)
National Co-operative Development Corporation provides financial
assistance to co-operatives in the State for construction
of godown, processing, consumer and other non-credit activities.
State Government releases the assistance to cooperatives
on the basis of NCDC’s sanction and the amount so released
is reimbursed by NCDC as loan at the interest rate of 14.5%
per annum. Cooperative Societies concerned are getting
assistance by way of share capital and loan on the proportion
fixed by NCDC on various schemes. Total amount released
by NCDC in Cooperative Sector in Kerala so far is Rs.259.03
crores. Major processing units operated by RAIDCO, RUBCO,
RUBBERMARK, Kerala SC/ST Federation and Kerala Cooperative
Consumer Federation have been set up with the assistance
of NCDC. So also most of the cooperatives in the State
have constructed their own office building and godown with
the financial assistance of NCDC under it’s storage programme.
2053 godowns at a total capacity of 2.978 lakhs M.Ts have
been constructed throughout the State in Cooperative Sector.
Besides general schemes, Integrated Cooperative Development
project (ICDP) is implemented in selected Districts with
the technical and financial assistance of NCDC. Financial
assistance is provided by way of loan and subsidy (50%)
to State Government which in turn passes the amount by way
of subsidy (100%), share and loan for the programme. ICDP
envisages the increase of agricultural production, Irrigation
facilities, Strengthening of marketing and processing, development
of consumer sector, promotion of Dairying, fisheries, poultry
farming, horticulture etc.
Three tier system is prevailing in implementing ICDP programme.
The District Cooperative Banks being the project-implementing
agency (PIA) at base level are releasing the assistance
to cooperatives on the basis of sanction from Registrar
of Cooperative Societies. The amount released by District
Cooperative Banks are reimbursed by State Government. The
amount reimbursed by State Governments is refinanced by
NCDC. In Kerala all Districts except Thiruvananthapuram
have been covered under ICDP. Total amount of Rs.71.76 crores
has been released by NCDC for implementing the programme
in Kerala.
A milk pasteurization plant, Malanad Tea Factory and Cattle
Feed Factory in Idukki District are some of the major contributions
of ICDP in Kerala.

SCENARIO
During plan periods, attempts were made to develop cooperative
movement as a self reliant one. Even though the growth
of the movement during the 1st two plan periods
was rather insignificant, cooperative movement gained momentum
from the 3rd five year plan onwards. Financial
targets and achievements during plan periods are as shown
below.

In additional to the providing assistance by State Government,
Government of India and National Cooperative Development
Corporation are also releasing funds to cooperatives through
State Government. A total amount of Rs.30.43 crores have
been provided to various cooperative schemes by Government
of India. The flow of NCDC funds so far is Rs.259.03 crores.
Kerala can claim to have an elaborate and efficient rural
credit system administered through credit cooperatives
New processing units and commercial ventures have been launched.
Medical colleges and super specialty Hospitals sprouted.
Employment oriented cooperatives and literary cooperatives
such as SPCS established. Sahakarana Maveli Stores and
Cooperative Neethi Stores augmented public distribution
system. Over and above the entire adults of Kerala could
be brought under cooperative fold. Around 36000 persons
have been provided regular employment. This in short, is
the state of our cooperatives which is one of the pillars
on which the fabled Kerala model of development rests,
consequent on the active support of Government extended
during plan periods.
