DRAFT NATIONAL POLICY


Consequent on the adoption of liberalization policy, Government of India suggested to adopt model Co-operative Societies Act for providing full autonomy to Co-operatives.  The policy dictates for the enactment of legislation to enable a new generation of mutually aided self reliant Co-operatives.  Total decontrol is intended.  The main object is to limit the power of Registrar of Co-operative Societies to the extent of Registration of Co-operative Societies and to give full freedom to Co-operatives in all aspects. Independent audit is also envisaged.

            The Co-operatives in the state have attained the present Status as a result of active financial support and guarantee provided by State Government.  The general public have faith and confidence in Co-operatives because they are assured that the societies function under the supervision and control of government and that their investments in societies are safe guarded.  The present system of inspection, enquiry   and audit is to be continued in order to prevent corruption and to maintain accountability in the sector.

            But  it is high time to reconsider the present policy in providing financial support to co-operatives.  Providing subsidies may be limited to project oriented programmes.  Providing of further assistance to viable co-operatives may have to discontinued.  More emphasis may be given for strengthening weaker section Co-operatives, marketing and processing, production employment oriented programmes.
