Structure
of the report
The
report is structured in two parts. Part I, the attached
volume, documents the deliberations, findings and recommendations
of the Commission. This volume has two sections. Section
A summarises the deliberations, findings and recommendations.
Section B, entitled 'Detailed Report', describes the implications
of India's entry into WTO and accession to the Agreement
on Agriculture on Kerala's farm economy, and the approaches,
strategies, and measures recommended in mitigating the adverse
impact and overcoming the challenges as well as on capitalising
the opportunities. Generic recommendations indicating concerns
for resolution to be taken to international fora, especially
the forthcoming Ministerial Conference at Cancun, Mexico,
and at the level of the Government of India as well as the
Government of Kerala. There are also generic recommendations
specific to Kerala. Commodity/product specific challenges,
opportunities and recommendations covering major commodities
and crops follows. This volume ends with a set of Annexures
which contain the membership and TOR of the Commission,
some essential data on commodity prices, the interim recommendations
submitted by the Commission from time to time, and the tariff
rates prevailed at various time points.
